Kathmandu. The current Deputy Governor of Nepal Rastra Bank, Dr. The tenure of Neelam Dhungana Timsina and Bam Bahadur Mishra is ending on March 7.
After this, the lobbying for the 2 deputy governors who will be vacant has started intensifying. The government has fixed the election date for March 4. Therefore, before the election, the Rastra Bank will not get a deputy governor. Only then will the appointment be made. The deputy governor will be appointed by this government.
The current 18 executive directors have started lobbying intensively for two deputies. According to sources, some of the 18 executive directors have expedited the preparations by putting the work on hold.
However, the situation is very different this time. Due to the situation created after the Jenji agitation on September 23 and 24, those who want to become deputies do not have to go to the houses of the leaders of the political parties.
The NRB Act has a provision to appoint a deputy from the existing executive director. It is customary for the Governor to recommend the names of 4 deputies on the advice of the Finance Minister for the appointment of 2 deputies.
Currently, there are 18 executive directors in the central bank. Of these 18 executive directors, the governor will recommend the names of four to the finance ministry for the post of deputy governor and the finance minister will take the names of four to the cabinet and the government will recommend two people for the post of deputy governor.
At present, Naresh Shakya, Rewati Prasad Nepal, Ramu Poudel, Bishrut Thapa, Dayaram Sharma, Guru Prasad Poudel, Kiran Pandit, Dr. Satyendra Timilsina, Chet Prasad Upreti, Roshan Kumar Sigdel, Dr. Ramsharan Kharel, Dr. Dilliram Pokhrel, Dirgha Raj Rawal, Nischal Adhikari, Anuj Dahal, Deepak Raj Lamichhane, Rajan Bikram Thapa and Rajendra Bhattarai are the executive directors.
Governor Prof. Dr. Out of these 18 members, Bishwanath Poudel will recommend the names of four candidates. If there had been no Jenji agitation on September 23 and 24, political parties would have had a lot of influence on the appointment of deputies. Potential aspirants had to visit the leaders of various political parties and party offices. The road has been closed for the time being.
Guru Prasad Poudel, Ramu Poudel and Dr. Guru Prasad Poudel were the future deputy directors of the NRB before the Genji movement. Satyendra Timilsina’s name was very much discussed. Dirgha Raj Rawal, who was recently promoted to the post of executive, had also put himself in the list of deputies. The reason why he has put himself in this list is also because he is a student of Governor Poudel. According to NRB sources, Dr Poudel is also fond of him.
Earlier, the ruling coalition partners used to appoint deputies on the basis of their share of political parties. However, this time, the central bank sources claim that it should be able to absorb the spirit of the Jenji movement and the movement and come under the watchful eye of Finance Minister Rameshwor Khanal and Governor Poudel.
According to sources, there are about 8 executive directors in the NRB and 7 are close to the UML. The rest are considered close to the Maoists. Before the Genji movement, the government was of UML and Congress. Those who used to say that they were with UML and Congress at that time, now the possibility of becoming a deputy under the guise of politics is almost zero.
Those who consider themselves to be with the Maoists are at the bottom of the ranking.
This time, it is understood that in order to become a deputy, on the basis of efficiency, the description of the executive, and the experience of working in which departments, such things should also be taken into consideration.
Prime Minister Sushila Karki is also said to have issued a circular internally to give priority to qualifications, capacity, work experience and other appointments if necessary. This makes it possible to prioritize qualifications, abilities, and work experience rather than just you.
However, some people have said that the Governor is close to the Congress, so the name ‘I am also close to the Congress’ is the name of Governor Dr. Poudel has not stopped talking about going to the Finance Minister for recommendation. In the midst of such discussions, Finance Minister Khanal has closely observed the evaluation of the performance of most of the executive directors at different times, so there is also a concern whether the discussion will be limited to the discussion only.
After the Jenji movement, the issue of appointing a deputy in the NRB is in the hands of Governor Poudel and Minister Khanal. Governor Dr. It is said that the cadres close to the Congress are more likely to become deputy this time as Poudel is close to the party. According to NRB sources, Naresh Shakya, Bishrut Thapa, Dayaram Sharma, Guru Prasad Poudel, Dirgharaj Rawal and Dr. Sources claim that Dilliram Pokhrel is the first priority.
The employees within the Rastra Bank have demanded that the employees of the Rastra Bank should focus more on the departments in which the potential has worked and their performance while appointing the deputy governor this time.
Sources claim that the issue of making many lower-ranking executives as deputies will be seen whether there will be internal disputes, whether the executives at the higher level will be psychologically affected to work, or whether the chain of command will be disturbed.
