Kathmandu. The government initially forms a selection committee to appoint heads of public institutions.
It is customary for the committee to invite applications and prepare the names of the top five and send the names of three of them to the Council of Ministers through the concerned ministry. Now there is a discussion on the same topic. A person appointed by the government in a public body should not only be qualified, skilled but also have knowledge in the relevant field. Only such a person can take the leadership of the concerned agency for 4 years. The government investigates and takes action if the person going to take the leadership submits fake documents to be submitted.
But what kind of person was selected by the selection committee while appointing them to such a body? Will the selectors have any responsibility or not? These issues are now under discussion. And, at the peak of that discussion, Vice Chairman of the National Planning Commission Prof. Dr. Shivraj is an officer. One of the three people selected by him as eligible for the post of chairman of the Insurance Authority also became the chairman. The government disqualified him within six months of his presidency.
Sharad Ojha has been disqualified by the government.
Planning Commission Vice-Chairman Prof Dr Adhikari was the coordinator of the committee selected for his appointment. Out of those who applied for the post of chairman, three were selected and the names were sent to the Council of Ministers through the Ministry of Finance. Prof. Along with Dr Adhikari, committee member ram Prasad Ghimire and expert member Jyoti Chandra Ojha sent the names of three persons considering them qualified and capable to run the insurance authority. Former secretary Ram Sharan Pudasaini, former executive director of health insurance board Damodar Basaula and journalist Sharad Ojha were named in the list. The government appointed Ojha as the chairman of the post on February 1, 2081, from the three qualified members sent by Prof. Dr. Adhikari. The same government dismissed him on September 1, 2017, without even six months.
This government, which did not hesitate to take such a decision for short-term benefit, appointed one of the three main people as the chairman of the AUTHORITY. After the appointment, the issue of who became the chairman with how many marks is not made public. No one cares about it. All of them fall into the chair of the appointed president. How did someone become a senior correspondent with more experience than a former secretary to the Government of Nepal, a former executive director of the Health Insurance Board? If the government had to answer that question and answer it, perhaps the government would not have taken such a crude decision. The selection committee has been formed to sort out the government’s raw and selfish decisions.
Now there has been a protest against the same selection committee. The decision taken by the government could not last even six months after the commission’s vice-chairman Prof Dr Adhikari recommended him as eligible for the post of chairman of the AUTHORITY. As a result, the chairman, who was appointed by the government on March 14, had to be sacked on September 10 on the grounds of bad conduct, lack of efficiency and non-compliance of official responsibilities.
According to the decision of the Council of Ministers held on September 29, Chairman of the Board of Directors of Nepal Insurance Authority Sharad Ojha should be relieved from the post of Chairman of the Board of Directors of Nepal Insurance Authority for displaying bad conduct, lack of efficiency and not performing his official duties on the recommendation of the inquiry committee. ’
The government had formed an inquiry committee under the coordination of former judge Krishna Giri with Kapil Oli and Jeevan Prakash Sitaula as members to study ojha’s qualifications and experience. The committee submitted its report to the Ministry of Finance. On the basis of the recommendations of the same report, Minister Poudel took the proposal to the Council of Ministers to dismiss Ojha. Based on the recommendations of the committee, the government suspended Ojha on September 15.
Finance Minister Bishnu Prasad Poudel also appointed Ojha as the chairman. He was also sacked during his tenure. The committee has been made the coordinator of the committee to recommend that a person who is ineligible, has bad conduct and does not perform the responsibilities of the authority is eligible to become the chairman of the AUTHORITY.
Experts argue that he should also resign morally after the government creates confusion and recommends a person who is not qualified for the post of chairman and suspends the person who became the chairman after the completion of six months. However, the government has now appointed Prof. Dr. Adhikari as the coordinator of the chairman selection committee.
Finance Secretary Ghanashyam Upadhyay and Dr Khomraj Kharel are the members of the committee. A meeting of the Council of Ministers held on August 19 formed the recommendation committee. In the previous incident, a person who had to resign from the post on moral grounds has been given the responsibility of recommending the chairman of the AUTHORITY again.
In the document submitted by the applicant for the post of chairman, the copy is correct as per the copy, if it is found to be duplicate, it is signed as per the prevailing law. The question is whether the documents submitted by such selection committees should also be tested or the given papers should be collected and sent back to the person who is incompetent, bad conduct and does not follow the responsibility of the post.
