Kathmandu. KATHMANDU: The government has unveiled the ‘Immediate Reform Action Plan-2082 for Enhancing Effectiveness of Public Services’ for the development and expansion of the industrial sector.
The action plan includes 20 action plans related to industry, eight to commerce and 11 to supply sector. Minister for Industry, Commerce and Supplies, Anil Kumar Sinha, has forwarded the action plan with the target of completing it within five months.
According to the Ministry of Industry, Commerce and Supplies, the ministerial meeting decided on an action plan containing issues that could be immediately improved as per the changed context. The action plan has been forwarded by the Ministry after holding intensive consultations with the stakeholders and stakeholders of the industry and commerce sector and it is believed that it would create an environment conducive for economic development.
The action plan also stipulates a timeline. Of them, seven should be completed in November, 11 in next month, one by December, 18 in January and two in February. Some have deadlines that need to be carried forward continuously.
The Ministry has made it clear that the action plan determined by the budget and programs of the Ministry and its subordinate bodies is achievable and objective.
The draft of the Companies Bill-2082 to promote investment by improving the industrial and business environment and implementation of Micro Enterprises Development Plan for poverty alleviation are included in the action plan. For this, it is mentioned that the Micro Enterprises Development Programme Operation Directive-2077 for poverty alleviation would be made timely.
The Bhagat Sarbajit Craft Enterprise Development Programme Operation Procedure, 2082 will be prepared for policy facilitation for the implementation of the ‘Bhagat Sarbajit Craft Enterprise Development Programme’, which has been included in the budget for the current fiscal year to create employment and income generation opportunities through the protection and promotion of traditional and original occupations of the Dalit community.
A plan has been put forward to run entrepreneurship development and startup entrepreneurship promotion and promotion business promotion center. According to the ministry, a short list will be published by inviting proposals from entrepreneurs for the loan disbursement facilitation scheme at three percent interest rate without collateral.
According to the Ministry, the action plan states that policy and legal facilitation would be made related to mines, minerals and geology. For this, a target has been set to prepare a draft of the Mines and Minerals Bill-2082.
Preparation of Nepal Productivity Master Plan, facilitation of foreign investment approval, and effectiveness of services related to company administration will be enhanced. Similarly, the plan also includes a plan to digitize the old records of the company.
The action plan aims at simplifying the procedures in the company registration and liquidation process and immediately revising the company directive to make it easier for investors and companies.
Necessary amendments and amendments will be made in the regulations to make the process related to the service and lease transfer from the industrial sector more transparent. Under the incentive scheme for setting up industries in the Special Economic Zone, the land ownership rate of the Special Economic Zone will be reduced from Rs 20 per square meter to Rs 5 per month.
In the field of multilateral trade, a policy reform plan will be made to review the trade policy at the World Trade Organization (WTO) and an integrated strategy on trade in services will be prepared.
The plan includes preparation of a strategic plan of the commerce sector on Nepal’s upgrading from the least developed country to the developing country towards the effective implementation of the multi-sectoral trade policy and timely reforms in the national action plan related to reduction of trade deficit.
Similarly, discussions would be held virtually with Nepali missions abroad on trade and investment, reconstruction and operation of foreign trade infrastructures and maintenance of physical infrastructure at Bhairahawa, Kakarvitta, Timure, Tatopani dry port and Biratnagar integrated check post.
The action plan also includes a meeting of Nepal-China bilateral trade mechanism and a meeting of the Trade and Investment Agreement Committee with Australia. The Directive on Electronic Trade, 2082 will be prepared and implemented towards the procedural simplification of service delivery and service delivery, the import license will be issued completely online. For the price transparency of essential and essential goods, the basis and criteria for the determination of the price of essential commodities will be determined, the price of essential goods will be analyzed and published compulsorily every month.
It is stated in the action plan that an electronic portal named ‘Nepali Products’ will be prepared and operated to facilitate the purchase and sale of domestic products in collaboration with the private sector for the promotion of domestic production and market.
The action plan made public by the Ministry includes installing flowmeters at depots of Nepal Oil Corporation and establishing a toll-free number at the NOC to make the complaints hearing more systematic. To make the monitoring of the Department of Commerce effective, a feedback system will be started, 25,000 metric tonnes will be stored in the National Food Security Store and 8,000 metric tonnes will be stored in the SAARC Food Bank to ensure the availability of food grains.
