Kathmandu. As many as 12 sick contracts related to irrigation sector, which were in limbo for years due to lack of contract, have been terminated. As many as 12 sick contracts under the erstwhile People’s Embankment Programme Field Office No. 2, Jaleshwor Mahottari have been terminated. A 15-day public notice has been issued on October 15 to terminate the contract of six patients of the Babai Irrigation Project.
Minister for Energy, Water Resources and Irrigation, Physical Infrastructure and Transport, and Urban Development Kulman Ghising has directed subordinate bodies to end the tendency of taking tenders but not completing works and delaying projects in limbo. Accordingly, the process to terminate the contract was initiated.
Irrigation and Water Resources Management Project, Janakpurdham, through a public notice on Sunday, had issued a notice to terminate the contract on 16th Jestha 2081 and 1st Shrawan 2081. As the office has not paid any attention to work despite its repeated requests and issuing public notices, the government has already initiated action to confiscate the performance guarantee as per the provisions of the agreement. Likewise, the government has been asked to complete the remaining works within 15 days to evaluate the works carried out so far and to proceed with other necessary actions as per the provisions of the Public Procurement Act. The cancelled contracts were awarded in the fiscal years 2068/69, 2069/70, 2073/74 and 2074/75.
Scrapping of 40 more road contracts begins
KATHMANDU — The process of terminating 40 more patients who have been in limbo for years for the construction of roads and bridges has begun. The Road Division Offices under the Department of Roads at Tumlingtar, Ilam, Hetauda and Nepalgunj on Sunday initiated the process to scrap 40 contracts that were in a sick condition under the Department of Roads.
Why not terminate 40 contracts including 17 contracts of Tumlingtar, 12 contracts of Ilam, 7 contracts of Hetauda and 4 contracts of Nepalgunj? He issued a public notice on Sunday. Various road division offices have already initiated the process of annulling 68 sick contracts.
Minister for Energy, Water Resources and Irrigation, Physical Infrastructure and Transport, and Urban Development Kulman Ghising directed subordinate bodies to annul the sick contract plan to end the tendency of not completing the projects and delaying the projects.
It is stated that the contractors have violated the contract by not physically attending the work site for a long time without showing any interest in completing the construction work within the stipulated time.
It is stated that the contract agreement was violated by the contractors without showing any interest towards the completion of the construction work despite requesting and informing them in writing and verbally to complete the work on different dates.
A public appeal has been made to present the authorized person at the office with a revised schedule that could complete the work within 15 days of the publication of the notice, reliable plan for mobilizing resources, commitment to complete the work and clarifying the facts if there is any valid reason not to terminate the contract.
If there is no urgency to start the work within the stipulated period, action will be taken to terminate the contract agreement and blacklist as per the provision of the Public Procurement Act and to recover 10 percent interest on the work performance guarantee, deposit amount, advance guarantee and interest on the advance amount.
