PM Karki issues 14-point directive to ministers, secretaries

Kathmandu. Prime Minister Sushila Karki issued a 14-point directive to the ministers and secretaries at the Office of the Prime Minister and Council of Ministers at Singha Durbar on Monday. Prime Minister KP Sharma Oli held a meeting at the Office of the Council of Ministers in Singha Durbar and directed all the ministries to prepare a blueprint for the direct experience of all the citizens.

“All the ministries should prepare and implement a blueprint so that all citizens can directly feel that significant improvement has been achieved in controlling corruption, good governance and effective service delivery as per the letter and spirit of the agitation of September 7 and 24,” she said.

On the occasion, Prime Minister Karki has instructed the authorities to strictly abide by the circular issued by the Ministry of Finance for the effective and result-oriented utilization of the public fund and maintain austerity in public expenditure.

She also directed for dialogue, facilitation and collaboration to improve the industrial environment by boosting the morale of the private sector.

Prime Minister’s 14-point directive

1. As per the letter and spirit of the agitation of September 7 and 24, all ministries should prepare and implement a blueprint so that all citizens can directly feel the significant improvement in corruption control, good governance and effective service delivery.

2. Strictly follow the circular issued by the Ministry of Finance for the effective and result-oriented utilization of public funds and maintain austerity in public expenditure.

3. Entertain, facilitate and cooperate as necessary to improve the industrial environment by boosting the morale of the private sector.

4. Adopt measures to increase the confidence of the general public in the government and to boost the morale of the civil servants and security personnel.

5. To systematize the transfer and promotion system of employees and to make it predictable, transparent and equitable.

6. Prepare a report of the damage and damage to the structures damaged during the agitation and formulate a policy and action plan for reconstruction. Arrange for immediate purchase or alternative service delivery to prevent the service flow from being disrupted due to damage to physical infrastructure, machinery, tools and equipment.

7. I am in constant dialogue with the Election Commission, security agencies, political parties and other stakeholders to create an environment conducive for the elections. Perform your responsibilities efficiently in preparation for the election.

8. Review the implementation of annual action plans of all ministries. Rise above the traditional style and set new standards.

9. Hold a meeting of the Ministry-level Development Problems Resolution Committee and review it. Also bring proposals that need to be brought to the National Development Problem Resolution Committee.

10. Manage all councils or committee meetings, including the Inter-Provincial Council, under my chairmanship.

11. Let us hold discussions on diplomatic matters in the presence of the newly appointed ministers and chief ministers of the provinces.

12. Manpower management in the province should be made effective. Do whatever it takes to make coordination between the three tiers of government more effective.

13. All types of criminal activities must be controlled to ensure the rule of law. Don’t compromise on it.

14. Immediately start works to make the public administration efficient and highly productive by scrapping, merging and handing over the structures that seem redundant.
