Kathmandu. A complaint has been lodged with the Commission for the Investigation of Abuse of Authority (CIAA) regarding the new billing system to be purchased from Nepal Telecom.

Advocate Bikram Thapa has filed a complaint demanding proper investigation and action regarding corruption in the bidding of the new billing system to be purchased from The Telecom and the technical evaluation of the bidders. The complaint number is C-004800.

Nepal Telecom had invited international bids for IFB number NDCL and CTORICBIR 07/2081/082 Supply Delivery Stiltation and Communication of Convertible Real Time Billing and Customer Support System in Virtualized Platform. It was said that the technical examination of the bidders was underway. In the meantime, questions have been raised about corruption in the bid for the new billing system to be purchased from Telecom and the technical evaluation of the bidders.

Similarly, the Supreme Court in its final order issued on September 27 in a case related to nepal telecom’s bowling system should ensure that the billing system does not have access to personal information and data of the person living under the main communication system of the company and ensures that there is no conflict of interest in the procurement process in this regard. So theoretically these billing and network vendors should be different. However, while preparing the tender documents, it has been said that they disobeyed the order of the Supreme Court without putting any stay in this regard.

For this reason, if the network supplier and the bowling system supplier become the same company, then the possibility of data manipulation is high. Huawei, one of the bidders of the tender, is the main network supplier of Nepal Telecom. According to the complaint, the security of the user’s personal and confidential information will not be ensured in the case of the selected company.
