Kathmandu. National Planning Commission (NPC) Vice-Chairman Prof Dr Shivaraj Adhikari has said that the projects have to struggle more as they are implemented without preparation.
Speaking at a programme on challenges in implementing and resolving the public policy dialogue budget organized by the Former Planner Forum in Lalitpur today, Vice-Chairman Adhikari said that entering the project was not a big deal. He also said that the projects that would not be implemented would go for study.
Vice-Chairman Adhikari said that if the projects that went into study in this fiscal year are completed as per the current Appropriation Act, they can go to the implementation stage. He said that where the private sector has not taken credit and there is liquidity in the bank, the government should use the resources within the country and in this context internal debt cannot be compared with external debt.
In the context of budget implementation, economists have stressed that internal and external debt is not the same and it should be viewed differently. He said that the government should work even if it has taken loans in places where the private sector is not enthusiastic about investment. Commission Vice-Chairman Adhikari also reviewed the projects of national pride such as Sikta and Postal in the meeting of the National Development Resolution Committee and made arrangements for issuing bonds from the project side.
He also said that he was trying to complete such projects within two years by issuing debentures. Vice-Chairman Adhikari said that the commission has facilitated this as the concerned ministry will publish in the gazette that it is a priority project which will no longer have to come to the commission for national priority projects.
Stating that even if a small building of the municipality has to be constructed, there is a situation to go to the Planning Commission and ensure the resources, adhikari said that the solution has been resolved by redefining it and saying that all the three governments are equal and the government which ensures the resources will be recognized.
Stating that all the criteria have been met for the upgradation of the developing country to be held in 2026, he opined that there should be no stopping for the same. He said that even if all the three criteria are met, we should not sit only because we have passed, adding that we must become the best. We are also working with the private sector for this.
Vice-Chairman Adhikari also expressed the view that the Planning Commission should be strengthened from parliament to other areas due to its activities in the recent past as they are working in a different way and manner through discussion and debate.
