PM Karki directs chiefs of Nepali missions abroad

Kathmandu. Prime Minister Sushila Karki delivered a virtual address to all the Chiefs of Nepali diplomatic missions abroad today.

Joint Secretary and Spokesperson at the Ministry of Foreign Affairs Lok Bahadur Poudel Chhetri said that during the address, President Bhandari directed the concerned countries and stakeholders to apprise the countries concerned about the big changes that have taken place in Nepal.

On the occasion, Prime Minister Karki directed the government to make necessary coordination for the support of the foreign government and organizations as the election date has been fixed on March 4.

She directed the media to inform the media that Nepal has now opened up and economic activities have resumed in the context of tourism and other activities have decreased to some extent during the agitation.

The Prime Minister stressed the need to widely publicize this issue in all the concerned places, to all the governments and all the stakeholders. On the occasion, Prime Minister Karki urged the mission chief to deliver efficient, fast and technology-friendly service to the missions to address the aspirations of the Nepalis in exchange for the change in the country. Spokesperson Chhetri said that he urged the mission chief to give the necessary publicity about the fund opened for the reconstruction.

As you all know, we are connected virtually today in this unique situation created by the sacrificial movement of the Gen-G generation on September 23 and 24. There has been a huge loss of life and property during the agitation. Hundreds of injured people are still being treated. The movement of the Genji generation has really put us on a new footing. The time has come for us to work day and night to meet their expectations. We are standing in front of opportunities and challenges. This government has the responsibility to face the challenges and make the country firmly on the path of democracy and equitable prosperity.

(The incumbent government has the responsibility of holding the general election on March 5, 2026 (March 21, 2082). There are less than five months left for the election date. The new generation has expected accountability, good governance, transparency, corruption-free Nepal, job creation, efficient and technology-friendly service delivery from us. These expectations are not unattainable. It is quite natural for the sovereign people to demand good governance from the government approved by them.

Although elections are the main priority of this government, I am committed to work to establish the highest standards in establishing good governance in the country. With this commitment, all of you will perform your work. Any kind of behavior that compromises one’s duty and integrity will not be tolerated.

The present government, formed as per the wishes of Jenji, has the goodwill of the Nepali people and the international community.TAG_OPEN_em_81 In the context of the goodwill and support of all the friendly countries, development partners including our neighbours India and China, I would like to assure everyone that the present government will successfully execute its mandate on time as desired by Jenjie.

Currently, hundreds of thousands TAG_OPEN_em_80 of Nepali youths, sisters and brothers are in different countries of the world for employment, study, employment, and other work. They have contributed, supported and cooperated in such a big change in the country, and the expectations are the same.

The demands of the Genji generation are related to the political, economic, and overall governance arrangements, and they are also far-reaching in nature. A very historic and unprecedented opportunity has been created to meet these demands. The main goal of this interim government formed under my leadership on September 12, 2002 is to strengthen the pillars of good governance and to hold the upcoming general elections successfully. This is the imperative need of the hour to strengthen Nepal’s democratic path.

Nepal is now at a decisive political transition. At this time, the role to be played by the Ministry of Foreign Affairs and other subordinate agencies is huge. In this context, I urge you to pay special attention to five important topics:

1. First, it is necessary to inform all the stakeholders, including the government bodies of the countries working here and co-certified, about such a big movement in Nepal, the desire of the people for change and the priorities of the interim government.

TAG_OPEN_em_75Second, the general election to be held on March 5, 2025 is the basis of democracy, a free, fair and fear-free election. The present government is determined and committed on this aspect. It is important to have information and coordination on this issue with government agencies, international organizations and partners in your jurisdiction. We will inform you separately and soon in case you need to take specific technical and other assistance from any friendly country. Besides this, the Election Commission has also started necessary preparations regarding the election observation to be held as per the international practice. We need to be in touch and coordination with the concerned on these issues. Homework is being done to allow Nepali citizens living abroad temporarily to cast their votes in the elections. We are expecting information collection and suggestions on how to get them involved in the election.

3. Third, the government has established the Physical Infrastructure Reconstruction Fund for relief, reconstruction and economic revival. It is intended that the operation of this type of official fund would ensure the correct, transparent and proper use of the resources and would not allow the collection and misuse of resources in a parallel and non-transparent manner. All the missions have been provided with information including bank account numbers. There is a need for publicity from the missions on this issue.

4. Fourth, Nepal’s tourism sector has suffered a setback after the movement. Hotel bookings have dropped to around 30 per cent from around 70 per cent of full capacity in October, the peak tourist season. In this regard, it has become necessary to inform all concerned that the situation in Nepal has now returned to normal and economic activities including tourism, trade, investment have resumed.

Also, it is worth remembering that no foreign tourists were targeted during the movement and instead they were helped by the unique Nepali culture of ‘Atithi Devo Bhava’ even in uncomfortable circumstances.

5. Fifth, I have already mentioned that millions of Nepalese citizens are currently abroad for work. With the increase in the number of Nepalis going abroad, the works related to Nepalis living there have increased. It is imperative to make their service delivery effective and protect their dignity, dignity and rights. At present, hundreds of Nepalis are in foreign jails and hundreds of people have lost their lives. It is sad that families are struggling for compensation. Nepalis abroad and their families in Nepal expect efficient, transparent and effective service delivery from the Ministry and its subordinate departments and missions. After the Genji movement, the expectation of efficient, neutral, transparent, accountable, impartial, technology-friendly and effective service delivery and performance has increased. We cannot escape public and legal responsibility.

In the context of the development of an online system so that consular services such as rescue, repatriation, repatriation and compensation can be easily used by everyone at the local level, in addition to other services abroad, there is a need to increase publicity and awareness for its maximum use. Therefore, the heads of missions should make necessary arrangements for proper address, coordination and regular reporting on these and other issues.

There are other problems. The ministries and departments are active in coordinating with other bodies including the problems arising out of the misuse of visit visa. All necessary measures should be adopted to protect Nepali brothers and sisters going abroad for employment from exploitation by middlemen. Concrete suggestions are also expected from the missions in this regard.

} When we look at the current national situation as well as the world affairs and systems, we see that today’s world is a confluence of political and economic instability and possibilities. On one hand, various geopolitical competitions and conflicts are creating global uncertainties, while on the other hand, the world community has entered a new era of sustainable development, climate justice and inclusive technology. Not all countries are equal in development, technology, capacity and resources. Therefore, while there are challenges, new opportunities have also emerged for countries like Nepal. Therefore, it is imperative for us to conduct more effective diplomacy and demonstrate proactiveness keeping the national interest at the centre.

{{TAG_OPEN_em_66} In order to achieve the Sustainable Development Goals (SDGs), including graduating from the LDC status next year, we need to move towards mutually beneficial cooperation, cooperation, sustainable investment and shared prosperity by strengthening our cooperative relations with friendly countries and enhancing cooperation with multilateral and regional organizations. To establish Nepal’s effective role in multilateral and regional forums, we should take leadership responsibilities to the extent possible and enhance Nepal’s positive image.

In the context of the recent floods and landslides in Ilam and other districts, it is necessary to combat such natural disasters that countries like Nepal have to face every year, to benefit from international funds related to climate change, and to participate in issue-based discussions related to finance, resources and technology with coordinated and effective preparation to promote Nepal’s interests TAG_OPEN_em_65 ।

Similarly, on the one hand, there is a need to conduct Nepal’s economic diplomacy effectively and on the other hand, public diplomacy needs to be strengthened to enhance Nepal’s prestige and image in the world community through the identification and promotion of the pillars of soft power.TAG_OPEN_em_64 I also see the need to address the issues related to labour, migration and NRNs through legal, policy and efficiency channels.

In order to make all these works effective and result-oriented, the capacity of the Ministry of Foreign Affairs and its departments and missions needs to be enhanced.TAG_OPEN_em_63 While our missions need to be made resourceful, there is a need to pay special attention to the proper use of the available resources.

Finally, we are standing at an important period in history. The need of the hour is for us to move ahead by fulfilling our roles and responsibilities effectively. Along with good governance and effective service delivery, we will succeed in this historic responsibility of embracing the change that Gen-G generations desire through the general election. Missions have an important role to play in this direction. Keep the service of the country and people at the centre, make the work of the mission dynamic with a sense of responsibility and service more than before.
