Petition filed against NEPSE Chairman and CEO: From letter pad, seal misuse to question of qualification

Kathmandu. NEPSE Employees’ Union has accused the chairman and chief executive officer (CEO) of serious allegations.

The association has also levelled 7 accusations against the chairman and 8 against the CEO and demanded an investigation by the Ministry of Finance. The association has questioned the appointment of Chudamani Chapagain as the CEO of NEPSE. He has claimed that there is a dispute in the cabinet regarding his appointment. He has alleged that the appointment was made by reversing the decision of the previous cabinet.

Chapagain has not submitted the necessary documents including the business plan to be submitted along with the application for the appointment of CEO, the documents related to his experience were not in accordance with the selection criteria as per the provision of Rule 16 (A) of the Securities Market Operation Rules, 2064 and the notification of the Fulfillment Committee on the recommendation of CEO of NEPSE by the Ministry of Finance on February 25, 2081.

The association has claimed that the ministry and the CEO have not signed the performance agreement, have been receiving salary allowances and other facilities without the agreement, have not been able to resolve the burning problems in the secondary market including ISIN and closing price, misused the letter pad seal of the office by creating fake invoice books without using the main invoice book of the office, clandestine presence in the morning and at night, absent during office hours and unauthorizedly selling shares to the general public in the name of pre-IPO ।

Similarly, the association has levelled 7 charges against its president Hemanta Basyal. According to the association, can’t a person running a private consultant ‘Basyal & Company’ be the chairman of LVXV? In the context of the old payment dispute with Nepse, Basyal was appointed to the post of chairman of Nepse due to conflict of interest, can’t a person who failed to become the chairman of the board of directors of Nepse after being a candidate in the process of selecting the CEO of Nepse?

What is the intention of the CEO of other companies leaving a monthly salary of Rs 400,000 and other facilities and coming to NEPSE with an allowance of Rs 2,500 per meeting?

NEPSE has claimed that it has been mobilized as per the instructions of selfish business groups by continuously making baseless and misleading statements in various media and social networks to make the restructuring a failure. Similarly, the union has claimed that the employees who are an integral part of the organization have been threatened, disrupted the work environment and carried out anti-employee activities.
