Nepal to present nine agendas at COP 30: Minister for Agriculture and Livestock Development Dr Yubaraj Khatiwada Pariyar to be led by Pariyar

Kathmandu. KATHMANDU: Nepal has intensified its preparations for the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30) as the date draws closer.

COP 30 is scheduled to be held in Belém, Brazil from November 19 to December 20. The conference will focus on the issues of displacement of fossil fuel consumption, conservation of forest, sea and biodiversity, development of agriculture and food systems, human support and social development and technology and capacity enhancement, among others. The Brazilian government has put forward a proposal for this.

Likewise, Nepal is preparing to raise the conclusions of the Sagarmatha Sambad (Sagarmatha Sambad) and the conservation of mountains in the summit. The Ministry of Forest and Environment has forwarded preparations for the conference by holding a phased meeting with the representatives of the government, non-government and development partners concerned.

According to the Ministry of Finance, the Ministry will present its agenda for COP 30 based on conclusions of the Sagarmatha Sambad and global review of the achievements of the conference, climate harm, adaptation, mitigation, carbon finance and Article 6 of the Paris Agreement.

Chief of the Climate Change Management Division at the Ministry, Dr Maheshwor Dhakal, said that the agendas would be based on climate finance, climate transparency framework, mountains, capacity building and technology transfer and climate justice. The conference will also highlight the issues Nepal has been facing from the effects of climate change by presenting examples of the big climate damages that Nepal has faced in recent times.

Earlier, high-level political leadership was invited and a high-level session was held on the first and second day of the conference. According to him, a high-level session was organized three days before the COP-30 summit and the political and technical sessions were separated.

“We have almost done a lot of preparatory work on behalf of the ministry and due to the recent situation in the country, the delegation going to this conference will also be as small as possible,” said Division Chief and Joint Secretary Dr Dhakal, adding, “The draft of the national status paper and holding necessary discussions and suggestions with the stakeholders is in the final stage.” ”

According to the scientific study, the temperature in the mountainous region is 0.3 degree Celsius to 0.7 degree Celsius in comparison to the average temperature of the world at present and in the future. Due to the changing climate, Nepal has been witnessing a drastic change in the nature, quantity and time table of monsoon rainfall in recent times. Nepal is facing major climate-related losses due to climate-related disasters and disasters arising out of such manipulations.

Dipak KC, an analyst of Climate Change and Resilient Project of United Nations Development Programme Nepal, suggested that Nepal should give more importance to the issue of climate change loss during COP 30. “Eight billion U.S. dollars is needed to compensate for the damages, but there is only eight hundred million dollars committed in the Loss Fund, of which 400 million dollars is to be spent,” he said. ”

Therefore, the countries bearing the highest loss due to weather and climate induced disasters like Nepal should collectively mount global pressure for the compensation. “In addition to this, countries like Nepal should make preparations for policy reforms and technology capacity enhancement simultaneously,” KC said.

It is understood that Nepal is preparing to participate in the COP-30 probably at the ministerial level. Minister for Agriculture and Livestock Development Dr Madan Prasad Pariyar is said to be participating in the conference as per the preparations so far.

Nepal has so far participated in the five conferences held at the Head of State level. The then Prime Minister Madhav Kumar Nepal had participated in the 15th Summit held in Copenhagen, Denmark in 2009 and the 24th Summit held in Poland in 2018 under the leadership of the then President Bidya Devi Bhandari.

Likewise, the then Prime Minister Sher Bahadur Deuba had participated in the 27th Conference held in Scotland in 2021, the then Prime Minister Pushpa Kamal Dahal ‘Prachanda’ in the 2023 COP 2023 in Dubai and the current President Ram Chandra Poudel participated in the COP29 conference held in Baku, Azerbaijan last year.
