Employees’ protest in Sebon: Study committee gives 3-point suggestion, board sends ministry

Kathmandu. The committee formed under the convenorship of Securities Board of Directors and Joint Secretary at the Ministry of Law Binod Kumar Bhattarai has submitted a 3-point recommendation to the Ministry of Finance.

The committee formed under the coordination of Bhattarai after the agitation by the employees of the board for more than one and a half months has given a three-point suggestion to address the demands raised by the employees.

In the letter, the Ministry of Finance has demanded that the meaning of the letter should be reconsidered, the subject of the working procedure should be included in the Employees Terms of Service Regulations and the laws should be reviewed to maintain the autonomy of SEBON.

The board meeting held on November 7 had formed a study committee under the coordination of Bhattarai. Board Director CA Ananda Raj Sharma Wagle and Executive Director of the Board Binaya Dev Acharya were the members of the committee.

According to a Sebon source, the three-point suggestions taken by the study committee have already been sent to the Ministry of Finance after the board meeting.

However, the employees have not stopped staging a sit-in for 1 hour daily after the board sent the suggestion to the ministry for implementation. The sit-in continues for the 58th day today. After the sit-in, the employees are going to work on the board.

The Revenue Secretary of the Ministry of Finance on September 18 handed over to the Board the Securities Board Employees Welfare Fund Working Procedure, 2071 and the Securities Board Employees Safety Fund (Operation and Management) Procedures issued in contravention of Section 22 of the Securities Act, 2063, Section 15 of the Legislation Act, 2081, the Government of Nepal (Division of Work) Regulations, 2074 and Rule 167 of the Securities Board Employees Service and Conditions Regulations, 2068. 2075 was sent a letter to be cancelled immediately.

The employees had been agitating since September 23 demanding that the Ministry of Finance can raise questions about their work at any time, can scrap the bylaws, directives and working procedures made by them, and to return the letter dated September 18.
