KMC directs to submit progress of ‘Gaurav Yojana’ and ‘Swarnim Yojana’ within 3 days

Chief Administrative Officer Saroj Guragain has directed the Kathmandu Metropolitan City (KMC) to submit the progress of the primary projects ‘Gaurav Yojana’ and ‘Swarnim Plan’ within 3 days. In a joint meeting with the departmental heads and focal persons of the program today, he stressed on internal communication and coordination, when will the plans in the process be finalized? They have been asked to submit details along with the expected period and measures to resolve the problem. These details should be submitted to the Urban Planning Commission, the Planning, Monitoring and Evaluation Unit and the Secretariat of the Chief Administrative Officer.

Inquiring about the status of the programmes approved for the current fiscal year and required to go through the public procurement process, he urged the government to send the information within the next 15 days if the plan was not implemented as per the schedule. He said that the concerned authorities should respond to the review about the plans that have not been processed during that period.

In the meeting, Chief of Department of Administration Dhruba Kumar Kafle stressed on the need of mutual dialogue and coordination, saying the achievements gained could not be documented in the absence of internal communications. In order to give more priority to the implementation of the plans related to the daily life of the citizens and those related to the general concern, the metropolis has kept the programmes related to health, education, employment promotion, environment improvement and infrastructure development as the projects of pride.

Similarly, the programs that should be prioritized among the continuous activities that are of direct interest of the general public have been kept as the golden plan. After the completion of some projects, it is enough to repair them. Some plans have to be carried out continuously. The plan has been categorized to make this work systematic, measurable on the basis of indicators to reach results.

There are 11 projects of Metropolitan Pride and 30 of Golden Schemes. These plans were first presented through an appropriation bill in the 13th municipal assembly session. The Department of Public Works has 3 projects—’Bright City, My Metropolis’, ‘Dust-free Road’, and ‘Sewerless Streams’ under the Gaurav Plan. There are 2 schemes under the Department of Information Technology, namely, ‘Metropolis Sees Seech’, and ‘Online Service for Good Governance’. The Department of Heritage and Tourism implements 2 plans: ‘Everyone’s Wish, Rehabilitation of Stone Tap, Hiti and Pokhari’, and ‘Culture, Heritage and Tourism’, Metropolis’s Wealth.

The Department of Social Development implements ‘Employment and Income Growth, Prosperity of Kathmandu’. ‘My Love, Beautiful and Green City’ is implemented by the Parks and Greenery Promotion Project, ‘Accessible Health Service, Supporting the Citizens’ by the Department of Health and the Department of Education is implemented by the Department of Education.

Out of the 30 golden projects, four programs are being implemented under the Department of Heritage and Tourism, namely ‘Heritage Maintenance and Conservation’, ‘Cultural Metropolis’, ‘Tourism City’ and ‘Dhungadhara, Hiti and Pokhari’. There are 4 programs under the Department of Social Development: ‘Sathi Metropolis’, ‘Sabka Yojana, Sabka Vikas’, ‘Self-Employment Townspeople’ and ‘Cloth Bank’.

The Department of Public Works implements 3 programs—’Sports Infrastructure Project’, ‘Infrastructure Ambulance’ and ‘Sundar Metropolis’. There are 3 programs under the Department of Environment Management, namely, ‘River Cleaning’, ‘Pond Cleaning’, ‘Bio-fertilizer Project’. There are 3 programs under the Department of Health: ‘Sulabh Pharmacy’, ‘Clean Kitchen’ and ‘Arogya Jeevan’.

The Department of Urban Management implements 2 programs—’Transport and Road Safety’ and ‘Smart Toll’. The Department of Administration implements 2 programs namely ‘Single Service Centre’ and ‘Labour Bank’. The Department of Education has 2 programs namely ‘Sundar School Project’ and ‘Creative School’.

The Public Private Partnership (PPP) unit implements drinking water and public toilets. The Department of Disaster Management is the Department of Disaster Management, Research and Exploration is implemented by the Urban Planning Commission, Nyay Chautari is implemented by the Department of Law and Human Rights, E-Rental is implemented by the Department of Revenue, Agro Pooling Project is implemented by the Department of Agriculture and Livestock and Metro Mart is implemented by the Department of Cooperatives.
