Kathmandu. The Ministry of Foreign Affairs has directed the Non-Resident Nepali Association (NRNA) to hold the election from March 14 to March 14 as per the statute of the organization.
Speaking at a programme organised at the Ministry of Foreign Affairs on Thursday to discuss the election modality of the NRNA, Minister for Foreign Affairs Balananda Sharma said that the election should be held as per the statute of the NRNA.
“If we want to do anything, we have to do it within the rules and procedures,” he said. If we play football, we have to follow the rules of football, if we play volleyball, we have to follow the rules of volleyball. Now that we are running NRN, we have to follow its statute and procedure. If it cannot be accepted, it should be criticized, but criticism should also be within the rules and limits. That’s the general understanding. ”
“Why was there online voting? Why is direct participation necessary? This was clarified at the time of drafting the statute. Now, if there is a split in the quest for unity, it should also be resolved within the rules,” he added.
“It has been clearly mentioned in your statute that the general convention and general meeting can be held online or physically, and for the delegates who cannot be physically present, they should be able to participate in the general assembly through online and make arrangements for voting in the election,” he said. Therefore, for now, that rule is the same according to which a 10-point agreement has been reached under the chairmanship of the Honorable Prime Minister and it is said that the agreement will be done according to the same statute. Therefore, the role of the Ministry of Foreign Affairs is only to facilitate, and that is what the Ministry is doing,” he said.
On the occasion, Minister Sharma said although he wished to hold the election in person, it should be done accordingly as there is a legal provision to involve the Nepalis living abroad in the election process. He said that ignoring the democratic process would be tantamount to displaying one’s own failures. “Seeking directions in a place where the democratic process is being exercised seems to be admitting one’s own failures,” he said.
“Both sides should move forward from the situation of defeat and defeat, without any ego, and think from the point of view of the future, not in terms of victory and defeat for the benefit of the association rather than me or me.” On the occasion, Minister Sharma pledged to provide necessary facilitation and support from the government to make the 12th general convention of NRNA successful.
Also speaking on the occasion, Foreign Secretary Amrit Bahadur Rai said no post was required to serve the nation, adding that sacrifice and dedication were the main basis for the service of the nation. He stressed the need to rise above personal interest for institutional success.
Recalling that the NRNA campaign was started with a big hope, Secretary Rai said that he wanted to take forward the NRNA as a non-political organization with the objective of uniting the Nepalis around the world and utilizing it for the prosperity of Nepal.
Stating that the Government of Nepal has given formal recognition to it through special acts and rules, he said although the initial success was remarkable, its continuity has weakened in the recent years. He urged all to move ahead in a non-political, inclusive and integrated manner as per the main spirit of the organization. “We cannot move ahead without the culture of sacrifice and dedication,” he said.
Citing the examples of Mahatma Gandhi and Nelson Mandela, Secretary Rai said the people who contributed to the country and humanity are the most memorable despite not holding the post in history. “There is no need for the post if there is dedication, sacrifice and dedication to serve the country,” he said.
Stating that a large number of around 8 million Nepalis living abroad are still outside the NRNA’s formal ambit, he said the Ministry of Foreign Affairs wants to strengthen and integrate the NRNA as an umbrella organization of all Nepali organizations. “The Government of Nepal is always willing to collaborate with strong, unified and mature NRNAs,” he said.
Urging the NRNA to move ahead as per the statute to resolve the confusion surfaced in the context of the election process, Secretary Rai said that the general convention and general meeting could be held online or physically in the statute itself. He said that the election process is clear that the election process should be made for the representatives who cannot be physically present in the general assembly and voting should be made online. He also urged all the Non-Resident Nepalis (NRNs) to come to Nepal and actively participate in the upcoming 12th World Conference and International Conference.
