Kathmandu. The Ujyalo Nepal Party has made public its election commitment letter targeting the upcoming House of Representatives elections.
At a press conference organized here today, the party has forwarded a detailed plan with the slogan ‘No talk, no work, no speech, no result’. Similarly, Chairman of the Ujyalo Nepal Party, Kulman Ghising, said that the party has presented a clear roadmap for making the constitution, governance system and state structures citizen-friendly, adopting zero tolerance against corruption and expanding employment opportunities by making the country’s economy productive.
Emphasis on Good Governance and Structural Reforms
The commitment letter also pledges to ensure the right to timely public service, make the administration digital, transparent and accountable and make the annual property details of public officials and employees public online.
The government has proposed to reduce the number of members of the House of Representatives from 275 to 201 and the number of State Assemblies from 550 to 330. The party has proposed to limit the federal ministries to 15, provincial ministries to five to seven and not to include state ministers and assistant ministers. The concept of a directly elected chief minister has also been put forward for the stability of the provincial government. The party has pledged to make public a report card on the implementation of commitments every year after the formation of the government.
Prosperity Goals and Economic Transformation Goals
The party has set a target to increase the Gross Domestic Product (GDP) to 70 billion US dollars by 2030 and 111 billion US dollars by 2035. Nepal will be transformed into an upper-middle-income country by 2035.
According to the agreement, hydropower, medicinal herbs, cement, tourism and IT would be promoted as priority sectors with a target to increase exports to USD 10 billion by 2030 and USD 20 billion by 2035.
In the energy sector, 12,000 MW will be produced by 2030 MW and 25,000 MW by 2035. The party has set a target of generating five billion dollars in revenue annually from electricity exports.
Employment and youth-centric programs

The party has set a target of increasing the number of jobs to 900,000 per year by 2030 and 1.5 million per year by 2035. It is also mentioned in the commitment letter that youths will be made entrepreneurs through youth self-employment campaign, low-interest loan and startup grant up to five lakh rupees. Youth employment fair would be organized in all seven provinces to provide free skills to youths between the ages of 16 and 35.
According to the party’s commitment letter, Employment Campaign in Every House: In order to create employment for 1 million youths in the country within five years, a provision of mentorship will be made up to Rs 1 million with interest-free loan from the Entrepreneurship Fund. Youth Leadership Training: A programme for leadership development will be conducted by forming a 101-member youth parliament on the proportional representation basis for youths of 18-35 years.
Agriculture, Tourism and Infrastructure
It is stated in the commitment paper that the subsidy would be sent directly to the farmers’ bank account through digital ID, 50 per cent of the agriculture sector would be made organic and 20 per cent additional cost of the agriculture would be purchased. The government has set a target to bring in 5 million tourists annually by 2035. He also expressed his commitment to develop Nepal as an international tourism hub giving priority to religious, spiritual, health, education and adventure tourism.
Towards infrastructure, 8,000 km of blacktopped, 4,000 km of gravel and 3,000 km of new track will be opened in the next five years. Priority has been given to railways, waterways and smart city concepts.
Health, Education and Social Security
Free health services would be provided to every citizen, mental health counselling would be operated in every ward and at least one specialist doctor would be installed at every local level. It is also mentioned in the commitment letter that free education up to university level, Rs 15,000 saving account in the name of newborns and ‘smart school’ campaign with digital classes will be launched.
Under the social security category, land distribution to the landless, affordable housing programme and family protection package would be implemented in case of accidental death.
Strict anti-corruption policy
A policy of banning people found guilty of corruption from public office for life and nationalizing their property has been put forward. It is stated in the commitment that an arrangement will be made to establish a ‘Ujjyalo Hotline’ and reward five percent of the amount awarded by the court to the informants.
Commitment to Accountability
The party has said that its commitment letter has been prepared on the basis of discussion and study with experts and stakeholders. Giving the example of ending load-shedding in Nepal in the past, it has been claimed that improvement in other sectors in a planned manner is possible. It is stated in the commitment letter that the progress report will be made public every year if the government is formed and presented to the people for direct evaluation.
