Kathmandu. Rastriya Swatantra Party (RSP) vice-president and candidate for the House of Representatives from Kathmandu constituency-9, Dol Prasad Aryal (DP), has made public his election manifesto. “Your one vote, the essence of trust, Kathmandu Constituency No. Aryal released the manifesto on Tuesday with the slogan ‘Basis for Prosperity of Province 9’.
In the manifesto, Aryal has included the issues of overall development and good governance. The manifesto has given first priority to controlling corruption and good governance. He also pledged to adopt a zero-tolerance policy to eradicate corruption and to form a vigilance team with civic leaders in every ward. Aryal has said that monthly sectoral public hearings would be held for public service and initiatives would be taken to resolve the problems within a week to 30 days depending on the nature of public complaints and problems.
On the issue of physical development and infrastructure, Aryal has pledged to develop the areas from Kalanki to Satunga to Nagdhunga and from Sitapaila to Bhimdhunga as a ‘green corridor’ and to make the distribution of drinking water of the Melamchi project systematic.
He also pledged to make the city clean through scientific solutions to traffic jams, strict implementation of ‘No Horn’ policy and dust and smoke control. Similarly, the pledges include coordinating with roads, bridges, drainage, waste management, environment protection, soil erosion reduction, flood control, greenery and beautification of river banks and conservation and management of Guthi land.
Aryal has planned to take initiatives to ensure 24-hour minimum health services in all wards, provide free health services to senior citizens, disabled and children and establish trauma centers in local hospitals.
Likewise, the commitment has been made to digitally archive Newa culture, history and heritage, establish culture promotion centers, manage modern green rating on building design and subsidies on the basis of originality rating.
The agreement also includes plans to create self-employment and income generation through the development of agriculture and ecotourism, and to implement ‘Tourist Shuttle Bus’ and ‘Night Liner’ to integrate the observation of archaeological heritages and culture.
It is stated in the manifesto that a vocational training center will be set up for employment generation and a policy will be adopted to appoint youths who have returned from foreign employment as trainers. He also promised to make policy arrangements to work in three shifts.
He also pledged to make arrangements for the distribution of land ownership certificates to the communities without land ownership certificates, to take initiatives through the federal parliament for the policy distribution of compensation that has not been distributed while upgrading the roads, and to seek alternatives for the distribution of compensation and compensation to the locals affected by the high-tension line of hydropower projects. He has also included the issues of inclusion, development, youth and sports, and security in the pledge.
