3,500 project proposals for supplementary and special grants, 2820 new ones

Kathmandu. Around 3,500 projects have been proposed to receive supplementary and special grants from the federal government for the coming fiscal year 2083/84.

According to the National Planning Commission, 3,358 projects and programs have been proposed by the local level and 140 projects and programs from the provinces.TAG_OPEN_div_26 The Commission had asked the government to submit proposals for plans and programmes to be implemented under the federal complementary and special grants for the coming fiscal year by mid-February.

According to Dr Diwakar Luitel, assistant spokesperson of the commission, the plan and programmes received at the commission are being evaluated and analysed and selected.TAG_OPEN_div_24 “The budget ceiling received for complementary and special grants, the needs of the plans and programmes, implementation preparedness and the required documents are being studied,” he said.

According to the commission, 2,820 new schemes and 678 successive schemes and programs have been proposed to receive grants under these headings for the coming fiscal year.TAG_OPEN_div_22 A total of 1,464 proposals have been received for special grants and 1,356 proposals for supplementary grants under new schemes and programmes.

Likewise, 220 projects under special category and 458 projects under supplementary category have been proposed for successive projects and programmes.TAG_OPEN_div_20

The Planning Commission had asked the provinces and local governments to submit proposals within the provisions of the Supplementary Grants (First Amendment) Working Procedure, 2082 and Special Grants (First Amendment) Procedure, 2082 while requesting plans and programs for grants under these headings.TAG_OPEN_div_18 As per the directive, the provinces and local governments were asked to submit proposals in such a way that they would not be in conflict with the projects or programs to be implemented by them from other sources and the existing projects and programmes.

In the case of the provinces, the recommendation along with the priorities prepared by the concerned provincial policy and planning commission, the recommendation of the provincial government and in the case of the local level, the recommendation from the executive has also been mandatory.TAG_OPEN_div_16 According to the Commission, only proposals received through the Commission’s Electronic Information Management System will be considered for supplementary and special grants.

According to the procedure, a project feasibility study, drawing, design, specification and cost estimate have to be submitted to get grant under these headings.TAG_OPEN_div_14 Documents including environmental study report are required. The work procedure stipulates that the decision of the concerned executive in the case of the local level and the decision of the Council of Ministers of the State Government should be made on the recommendation of the concerned State Planning Commission in the case of the State.
