Vice-chairman Shrestha quits the Planning Commission in 101 days

Kathmandu. Prakash Kumar Shrestha has been removed from the post of vice-chairman of the National Planning Commission. Shrestha, who was appointed by the government after the Genji agitation on September 7 and 24, has left the commission.

The government formed after the Jenji agitation will hold elections on March 4 and a new government will be formed on Friday. Vice-chairman Shrestha also left the incumbent government before the formation of the new government. He has given information about the work done by the commission for 101 days.

According to him, the Planning Commission should carry out the works completed in a short time, the works that could not be done, the remaining works to be done for the current fiscal year, increase the capital expenditure and make the implementation of development projects effective.

a. Functions performed during his 101-day tenure as Deputy Chairman of the Planning Commission

Discussions were held with all the ministries to identify the problems, but due to lack of time due to the election of the honorable Prime Minister, the meeting of the National Problem Resolution Committee could not be held to resolve the problem.

* Provided opinion on the amendment of Multi-Year Resource Consent Criteria 2082. Recommended for multi-year resource agreement for one road infrastructure project.

* The LDC Smooth Transition Strategy held a meeting of the Implementation and Coordination Committee, which was coordinated by the Vice President, and evaluated the implementation of the strategy. The evaluation report has been approved by the commission (under publication). According to the same document, the High Level LDC Steering Committee was formed under the chairmanship of the Honorable Prime Minister.

The draft of the implementation action plan of the 16th plan has been finalized and submitted to the Council of Ministers for approval. It was approved by the Council of Ministers.

On September 7 and 24, a committee formed to prepare an action plan for the reconstruction and remanagement of the damage caused by the agitation led the government and submitted an action plan to the Ministry of Finance, which was approved by the Council of Ministers and made public.

• Submitted the guidelines for resource estimation and budget formulation to the Ministry of Finance by performing the functions of the coordinator of the Resource Estimation Committee for the budget for the fiscal year 2083/84.

• Easy availability of driving certificate and facilitation for the execution of work by discussing with stakeholders regarding the second market transaction of government bonds.

* Led a Nepali delegation to the Asia Pacific Forum for Sustainable Development organized by UN ESCAP.

• The project has reached the criteria entered into the bank system. 14 projects costing more than Rs 1 billion. A total of 120 projects worth Rs 30 million to Rs 1 billion and 248 study projects were approved.

• Prepared the draft of the Directive Committee for the Impact Study of Social Security Allowance (in collaboration with UNICEF), Roadmap for Employment Creation and Strengthening of Social Security (in collaboration with ILO and other UN agencies) and National Integrated Care Policy (in collaboration with ILO and UN Women).

b. Some actions that could not be performed even if you wanted to

Due to the busy schedule of the Prime Minister, the meeting of the National Problem Resolution Committee and the High Level LDC Graduation Steering Committee could not be held.

Due to the code of conduct and the timelines given in the multi-year resource consensus criteria, the recommendation of multi-year resource consent for some important projects could not be done.

C. Remaining Tasks to be Done by the Planning Commission for the Current Fiscal Year

• Complete the selection of projects for complementary and special grants to be given to the provinces and local governments to be managed by the National Planning Commission in the context of the preparation of the budget for the coming fiscal year.

• To approve the projects to be kept in the budget for the next fiscal year by keeping them in the bank.

• Prepare a medium-term expenditure structure for the upcoming fiscal year’s budget.

• To push for the effective implementation of the 16th Plan of Action Plan.

d. Actions to be taken for the effectiveness of the Planning Commission

• Identify and prioritize projects in an effective manner through institutional strengthening and capacity building of the Planning Commission.

• Strengthen monitoring and evaluation of the Planning Commission for the effective implementation of the budget, especially the capital budget.

• To formulate evidence-based policies and plan by conducting research on economic development and prosperity. To play the role of a development advisor to the government.

• To assist in capacity building of the province and local levels by removing duplication in the context of economic development through coordination at the level.

• To take initiative to resolve the problems seen in the implementation of the project by giving adequate mandate and to complete the development projects on time and to assist in increasing the capital expenditure }.

• To develop the capacity of the Planning Commission to develop and select the projects that will give the highest return by conducting technical and economic analysis of the development projects for balanced development. For this, multidisciplinary technical manpower should be available in the commission.
