. The meeting of the Council of Ministers on March 28, 2002 has endorsed a 100-point agenda prepared by the Government of Nepal with the goal of governance reforms. The reform agenda focuses on areas ranging from good governance, governance, social justice, digital transformation, corruption control, industry, trade, energy and infrastructure.
The 100-point reform plan was taken by the government led by Prime Minister Balendra (Balen) Shah from the first cabinet meeting on the day he assumed office.TAG_OPEN_p_18
According to the government, ‘national commitments’ will be prepared by collecting the implementable commitments of all the political parties.TAG_OPEN_p_17 Government decisions will be effectively implemented by implementing result-oriented governance. The agenda also includes preparations to issue a formal apology for the injustice done to the Dalits and the excluded community by releasing a debate paper on the issue of constitution amendment. The government has said that it will bring relief and rehabilitation package for the families of the martyrs and injured of the ‘Gen-G’ movement.
As part of administrative reforms, the government has come up with a plan to reduce the number of federal ministries to 17, abolish unnecessary boards and committees and free the public administration from political interference.TAG_OPEN_p_16 A digital profile system will be developed to automate the process of employee management based on performance indicators, evaluation on the basis of performance indicators, dissolution of political trade unions and transfers and promotions.
Major changes have also been announced in the civil service.TAG_OPEN_p_15 Services such as passports, citizenship, driving licenses will be completely digitized and middlemen will be abolished. In major cities, 12-hour civic service centers will be set up daily, and a government courier service will be started to deliver government documents at the doorstep.
Paperless system will be implemented in all government agencies towards digital governance. The system of ‘submitting one time detail’ system will be implemented by expanding the citizen app. In order to control corruption, there is a significant proposal to form an empowered committee to investigate the property of people holding public office since 2048 BS. A digital data system will be developed to track suspicious economic activity.
It also includes a plan to amend the Public Procurement Act, review the sick and stranded projects and fast-track the projects of national pride.TAG_OPEN_p_13 A one-door system will be implemented to simplify the industry registration and approval process for the promotion of industry and investment. In order to create a startup-friendly environment, ‘Startup Fast Track’ will be brought and business registration and tax related services will be provided through an integrated digital platform.
The target is to resolve the problems related to the power purchase agreement in the energy sector. In the health sector, government hospitals will have to ensure 10 percent free beds. The agenda also includes a plan to carry out time-bound monitoring of roads and other projects stalled for infrastructure development.
TAG_OPEN_p_11 The government has claimed that the successful implementation of the agenda will make service delivery efficient, transparent and result-oriented.
