Kathmandu. KATHMANDU: The government is set to start the process of fixing the minimum support price (MSP) of major food crops within 30 days.

The 100 programmes on governance reforms approved by the Council of Ministers on March 26 states that the price of 30 is being fixed to address the problem of farmers incurring losses due to uncontrolled fluctuations in the market due to lack of minimum price security for major agricultural products.TAG_OPEN_div_22

In order to ensure the proper price of the agricultural products produced by the farmers, a provision has been made to make it mandatory to pay the loan transaction in the purchase of agricultural products within a maximum of 25 days.TAG_OPEN_div_20 Similarly, directives would be issued immediately to pay the farmers with interest if the payment is not made within the stipulated period, the national agriculture market information system would be operated to strengthen the market access of agricultural products, daily price information would be disseminated to the farmers through SMS and digital means, the local levels would be facilitated to run weekly agriculture haat bazaar in each local level and the ‘One Municipality One Cooling Centre’ programme would be launched to improve the storage and marketing of agriculture products ।

A feasibility study will be conducted within 10 days to establish a cooling center in each district under public-private partnership.TAG_OPEN_div_18 A programme has been made to complete the arrangement of providing soil health cards to farmers operating commercial agriculture farms within three months. The integrated digital data collection and verification of landless squatters and unsystematic settlers is to be completed within 60 days.

In order to resolve the problem of landless squatters and unsystematic settlers within a thousand days, a household survey would be conducted in coordination with the local level, clear criteria (cut-off date, income level, other property ownership) would be implemented for identification of the real beneficiaries, the records of public, public and unregistered land, mapping and digital database would be prepared based on ‘GIS’, and arrangements would be made to provide land to the identified landless squatters in a phased mannerTAG_OPEN_div_16 ।

Arrangements are being made for rehabilitation in dense urban areas through integrated housing as an alternative. In order to make the land distribution and rehabilitation process completely transparent, a public dashboard will be operated and the coordination, monitoring and implementation of all the programs will be carried out under the direct supervision of the concerned ministry.

The government reform program states that the government will prepare digital archives, strengthen the monitoring system and immediately start the work of removing illegal encroachments for the protection of public land. The government has also launched a program to strictly stop new encroachments and launch a special campaign to remove illegal encroachments. As per the report of the High Level Inquiry Commission (Haribabu Commission) related to Nepal Children’s Organization, it has been decided to start investigation into the encroachment and embezzlement of land of the child organization within 15 days.
