Accordingly, the ministries should clearly propose transformational strategies and key programs and projects to be implemented for the coming year. According to the budget ceiling and medium-term expenditure structure for the next three fiscal years (2083/84-2085/86) provided by the Ministry of Finance, the ministries will have to submit proposals with realistic projections of resources and expenditure.

The issue of whether the financial liability created by the projects already completed in the past has been included in the budget will also have to be disclosed. It would also be examined whether only the projects to be operated by the federal government were included in the proposal as per the criteria and criteria for project classification, 2080 BS.

According to the Finance Ministry, the proposed plans and programs should have been included in the Ministry’s Budget Information System (LMBIS) within this period, but the deadline has been extended as the new government has not been able to do enough homework for the budget.

“We had asked the proposed plans and programs to be submitted to LMBIS by March 15. But the Ministry of Finance will have some flexibility in this regard,” said Luitel, assistant spokesperson of the commission. According to the Ministry of Finance, the deadline for proposing plans and programs on LMBIS is also necessary to incorporate the election manifesto of the ruling party, 100 agendas related to governance reforms approved by the meeting of the Council of Ministers on March 27, the Good Governance Roadmap and the provisions in the 2082 BS.
