President’s 17-point call to carry out works as per constitution’s aspirations and people’s aspirations

Kathmandu. President Ram Chandra Poudel has expressed his confidence that the incumbent government would be successful in fulfilling the aspirations of the constitution and the people’s aspirations.

Addressing a joint session of the federal parliament here today, he said, “The practice and experience of 10 years of constitution implementation are significant for us. The pillars of federal democratic republic have been institutionalized. From this point on, the present government will have to fulfill the people’s aspirations and aspirations. ”

Following is the full text of President Poudel’s address:

Honorable Speaker, Honorable Chairman of the National Assembly, Honorable Members of the House of Representatives and National Assembly,

1. After the recently concluded election to the House of Representatives, I am proud to address the joint sitting of both the Houses of the Federal Parliament.

2. First of all, I would like to express my heartfelt tribute to all the martyrs who laid down their lives in the historical movements, struggles carried out by the Nepalese people from time to time, and the recent Jenji movement. I express my high respect to the pioneers who led all the movements and struggles that led to the establishment of a federal democratic republic.

3. We are all aware that the then House of Representatives was dissolved with the announcement of the formation of an interim government under the leadership of Sushila Karki to hold the election of the members of the House of Representatives within six months to find a way out of the complicated situation that emerged in the country following the movement of the younger generation for the promotion of good governance and control of corruption. The government has already been formed as per the fresh mandate after the free, fair and peaceful elections were held on March 4. On this occasion, I would like to congratulate all the political parties, candidates and elected representatives participating in the elections. I wish them success in their tenure.

4. The main responsibility of the interim government was to hold the elections on time. Accordingly, I would like to express my sincere thanks to the then government for efficiently discharging responsibility for the reduction of corruption, promotion of good governance and improvement in service delivery as well as protecting the constitutional and democratic rights by bringing the state mechanism in rhythm.

5. I would like to express my sincere thanks to the then government, the Election Commission, civil servants, security personnel, political parties and voters for their role in conducting the elections to the House of Representatives in a peaceful and fair manner.

6. I would like to express my gratitude and gratitude to all the political parties, young generation’s activists and leaders, constitutional bodies, security bodies, civil servants, and the entire state machinery for their role, support and patience shown by the Nepali people in this difficult and sensitive situation of the country.

7. The new government has already started functioning with the formation of the House of Representatives with the representation of youths in an unprecedented manner in the parliamentary history of Nepal through the election. This has given a clear message that the youths have been attracted to the federal democratic republican system of governance, participation and leadership have developed.

8. The people have aspired for a responsible and transparent system of governance, effective service delivery, end to corruption and establishment of good governance at all sectors and levels, rule of law, employment opportunities within the country, end of impunity, social justice, rapid socio-economic development, peace and stability. This was the sentiment, feeling and aspiration expressed by the Nepali people through time and again people’s movements, struggles and the movements of the youths of recent times.

9. To fulfill these aspirations of the people, the parliament should formulate citizen-centric, welfare laws. I am confident that the government will ensure the effective and result-oriented implementation of the laws as per the letter and spirit. Moreover, the martyrs who sacrificed their precious lives for change will be truly respected only if the judiciary delivers justice in a quick, independent and impartial manner.

10. The practice and experience of the last 10 years in the implementation of the present constitution are important for us. The pillars of federal democratic republic have been institutionalized. But there is still a lot of work to be done as per the letter and spirit of the constitution and the aspirations of the people.

11. The aspirations of today’s youth are much newer than in the past. They want to learn new things. The traditional labour sector alone cannot meet the expectations of the labour market. Therefore, the government will pay attention to today’s main need to make the youths who have migrated abroad live in their own country and their own villages by improving the educational system so that they are able to find new employment opportunities and produce manpower as per the demand of the market.

12. Likewise, I believe that the government will not delay in developing a culture of respecting labour and bringing about a change in the perception that working in the country is not enough by providing proper return for labour. No country has progressed with a frustrated manpower. The government will focus on breaking the current state of despair among the youth and educated unemployed.

13. Public service delivery must be efficient to ensure good governance by controlling corruption and to make the general public feel the state. I believe that the government will leave no stone unturned to remove the delays and irregularities in service delivery of the government mechanism so that the citizens can feel that the government is at their doorstep.

14. In view of the situation of conflict and instability seen in the recent global context, it is imperative for the government and all the bodies concerned to pursue balanced, reliable and diplomatic relations based on mutual respect and cooperation with the neighbours and friendly countries keeping the national interest at the centre.

15. The government will take appropriate initiatives with the world community for climate justice to minimize the negative effects of climate change.

16. There is a need for us to move ahead unitedly, not by splitting, learning lessons from the past bitterness, and to achieve the common goal of economic prosperity, consolidating democratic republic in the country.

17. In the end, I express my confidence that the sovereign parliament will be successful in articulating the aspirations of the Nepali people for freedom, social justice, good governance and prosperity by calling on all the Nepalese people, people’s representatives, political parties and state mechanisms to work together in the journey towards good governance, development and prosperity by embracing democratic norms, values and ideals.
