UML Chair Oli’s 42 commitments to implement smart city programme as soon as possible, bring business towers into operation

A 42-point commitment letter has been made public targeting CPN-UML Chairman and former Prime Minister KP Sharma Oli’s candidacy for Jhapa constituency-5 in view of the upcoming House of Representatives elections. Four main areas have been selected in the commitment letter. It covers the areas of good governance, corruption control, nation, nationality and infrastructure.

Political Viewpoint

Jhapa Region No. UML Chairman Oli, who is the candidate for Province 5, has made it clear in his commitment letter on some political issues. “The CPN-UML is the mainstream of the Nepali communist movement. The party was established on April 26, 2006 and has completed 76 years. Since its inception, the party has made significant achievements by taking many stumbling blocks. We are taking forward the communist movement of Nepal by defeating the rightist opportunism and ultra-left provocation seen in the communist movement of Nepal. It is well known that the CPN-UML formed the communist government for the first time in Nepal and started popular works in 2051/2052 BS. Today, the country is moving ahead on that foundation. ’

Stating that the parties lacking a clear political line are becoming isolated and fragmented by becoming unpopular with the people, the commitment letter states that the CPN (UML) is moving ahead overcoming many obstacles and obstacles. “After the general election of 2074 BS, the CPN-UML formed the government and KP Sharma Oli got the opportunity to lead it. Due to some internal reasons and the conspiracy and pressure of external forces, that government was dissolved in 2078 BS and the CPN (UML) also split and the Nepali communist movement suffered a big loss. There was a sense of despair among the Nepalese people. This gave the right-wing forces a chance to raise their heads. ’

The commitment letter reads, “In the last three and a half years, the Covid pandemic has disrupted people’s lives. In the remaining two years, the country has made a stride in the history of infrastructure development. However, the government became unstable after no party got a majority in the 2075 BS elections. Unhealthy activities began to take place among the parties to retain power. In such a situation, the CPN (UML) should not remain a mute spectator, so power sharing was done between the two major parties to provide a stable government. ’

Stunts and populist characters

UML Chairman Oli’s commitment letter also states that some stunts and populists have started taking advantage of the situation due to the double standard seen in the political parties. Stunts and populist philosophies are not policies and programs but only loud slogans. Similarly, social media and electronic communication have been successful in misleading some people’s minds by disseminating false and factual information.

Stating that the CPN-UML has forwarded the slogan of ‘Happy Nepali, Prosperous Nepal’, it is not only a slogan but also a programme. Stating that there is no alternative to this slogan, the CPN (UML) is a party based on the people and cadres and also committed to protect the good works done in the past and also to take responsibility for the unfinished works.

Similarly, on the issue of controlling corruption, it has been mentioned that it has become imperative to end corruption and misgovernance in the country. Corruption control is not possible only through slogans. For that, a program is needed. Stating that some achievements were made by initiating works to control corruption when the UML was in the government in the past, he said zero tolerance would be adopted to control corruption.

Stating that Nepal is a landlocked country in terms of nationality and the problems of such countries would be of special kinds, the statement stated that works would be carried out diplomatically through trade and transit treaties with neighbouring countries to make landlocked countries land-linked. The UML is also committed to protect the achievements of the past.

Clarifying the infrastructure and other sectors, the UML said it was well known that the development of physical infrastructure would open the door to economic development. However, some of the works are incomplete and they have pledged to work to impact the sector.

42 Agenda and commitments

CPN-UML Constituency No. The 42 commitments of Province 5 include taking strong initiatives to complete all the development works that have been stalled and incomplete in the fiscal year 2008/083, to expedite the work of providing land ownership certificates to the landless, Dalits, squatters and unsystematic settlements, to give continuity to the people’s housing and poor housing construction programs, and to bring programmes to improve the living standard of the people of all backward communities including indigenous peoples, indigenous nationalities, Dalits, Santhals, Muslims and others ।

Similarly, the government has also pledged to further manage the health insurance service, gradually blacktop all the upgraded gravel roads, complete the construction of all the incomplete community buildings, construct cold storage for storing food and fruits at the required places, construct a well-equipped playground in each municipality and gradually expand the playground up to the ward level.

All community colleges and schools will be made physically and educationally competent, irrigation facilities will be managed through underground and surface irrigation, initiatives will be taken to modernize agriculture and market it by orienting it towards mechanization, initiative will be taken to establish organic fertilizer factories as per the need of the people of this area, the entire agriculture sector will be developed and self-reliant in food grains and all kinds of unmanaged markets will be managed ।

Similarly, the smart city program initiated at Gaurigunj Bazaar by modernizing Damak and Gauradaha bazaars will be implemented as soon as possible, other markets in this area will also be developed as managed markets, the embankment work of Ratuwa, Mawa and Kamal Khola will be completed and necessary embankments will be built in Kisni, YC, Geriya, Bhutlung, Kekhan Khola, Ramchandra and Ghandu rivers. It has also pledged to initiate the process to complete the construction of the Damak-Chisapani Rabi road by awarding the contract again.

Likewise, take initiative for the construction of a cemented bridge over Mawa Khola from Mahesh Chowk to Urlabari of Damak-3, bring into operation the business tower at Damak-3 and land pooling the surrounding land, develop the Science Park, Indreni Lake, Pashupati wetland area and dam in Damak into tourism area and construct Nepal-China Friendship Industrial Park. The commitment letter also includes the proposal to take initiative for the construction of Madan Bhandari Stadium in Damak-3.

The CPN (UML) has also pledged to take initiatives to complete the construction of the indigenous stadium at Kamal-5 as a modern standard stadium, to upgrade Damak, Kamal and Gauradaha municipal hospitals as well as Gaurigunj Hospital, to widen and upgrade the Padajungi-Gaurigunj-Altabari road, to complete the incomplete work of Mai River Bridge under the Postal Highway, to complete the work of Birat Buddha Park and complete all the incomplete works of the drinking water project. It has pledged to take initiatives for the provision of clean drinking water to every household.

To bring into operation the Damak meeting hall, to upgrade the Provincial Ayurvedic Hospital at Kamal as a well-equipped teaching hospital, to develop Sadhu Holi at Kamal as a model wetland and Balmiki Ashram as a cultural tourism site, to make the area self-sufficient in fruits by planting income-generating fruit saplings in the forest area under the Stuwamai Tree Plantation Project, and to construct a concrete bridge over Ratuwa River connecting Gauradaha 6 to Sijuwa Bazaar. The CPN (UML) has pledged to take initiative to construct a concrete bridge over Ratuwa River linking Gauradaha-5, Chapramari to Kunamari of Morang.

Similarly, to complete the construction of the indigenous museum at Gauradaha 7, to develop the pond at Gauradaha Bazaar as an attractive tourism area and to expand model farming by carrying out feasibility study in various municipalities of the area. The CPN (UML) Constituency No. 2 has pledged to take initiatives to make model farming of Gauradaha systematic and self-reliant, to upgrade the small customs office at Gauriganj, to develop Chauni Wetsar, Mojolom community area and Dhodramati area as tourism area, and to protect and promote religious rituals and establishments related to various religions, castes and sects in the area. The election commitment of Province 5 has been included in the letter.
