Kathmandu.  KATHMANDU: The Communist Party of Nepal (CPN) has released a 15-point appeal paper targeting the upcoming elections. Pledging to make the upcoming elections free, transparent and people-oriented, the party has announced to adopt a zero-tolerance policy against corruption.

The party has stated in the appeal that it has given first priority to protect national independence, territorial integrity and sovereignty. It also pledged to stand firmly to safeguard national self-respect by staying alert to activities of external interference.

The appeal has pledged to strengthen and stabilize multiparty competitive democratic system with federalism, proportional representation and inclusive participation. It states that development is not possible without the stability of democracy and that activities against the system will be thwarted.

Likewise, stressing on the full implementation of the constitution, the committee has expressed the view that necessary amendments could be made to resolve the problems seen in course of its implementation, but for that the process stipulated by the constitution should be adopted. It is stated that reforms would be taken after seriously reviewing the governance form and other issues.

Stating that the present election system is expensive and complicated, the party has pledged to make it simpler, less costly and effective. The appeal has also included the goal of maintaining political stability by ensuring a clear mandate.

Giving special priority to good governance and transparency, the party has pledged to take stern steps to end corruption, commissioneering and dilly-dallying in the party. A high-level property investigation commission has been formed to investigate the properties of people holding public posts so far and nationalize the property earned through corruption.

The party has also pledged to deliver effective services at people’s doorsteps, run the governance as per the spirit of federalism and come up with concrete programmes for economic prosperity. The party has claimed to take the country on the path of stability, good governance and development by getting a clear mandate from the people through the election.
