Preparations underway to call House of Representatives meeting: Old burnt, under-construction parliament building yet to be built

. The results of the House of Representatives election held on March 4 have reached the final stage. According to the Federal Parliament Secretariat, preparations are being made to call the House of Representatives meeting immediately after the final results are announced by the Election Commission.

Article 93 of the Constitution of Nepal provides for the summoning and prorogation of the parliament session.TAG_OPEN_div_31 As per the provision, the President has to summon a session of the Federal Parliament within 30 days of the announcement of final results of the election to the House of Representatives.

Spokesperson of the Secretariat Ekram Giri said that although the constitution has stipulated that the meeting should be called within 30 days, the Secretariat has not delayed the meeting for more than a week or two.TAG_OPEN_div_29 “The secretariat gives about 10 days to the newly elected lawmakers to come to Kathmandu and call for information for the parliament meeting. In the meantime, the senior-most member will take oath from the President and he will administer oath to other lawmakers,” he said.

Spokesperson Giri said there is a legal provision that the senior-most member shall continue to play the role of Speaker until the election of Speaker is held.TAG_OPEN_div_27 “The first meeting of the parliament announces the election of the speaker and in the absence of the speaker, the name of three lawmakers from each party is sought and endorsed. If there are ordinances in the first meeting after that, they will be tabled,” he said.

The parliament will meet in another hall as the main meeting is not ready

Spokesperson Giri said that preparations are underway to stay in the hall constructed for another purpose for some time as the construction of the under-construction parliament building has not been completed.TAG_OPEN_div_23 “Necessary technical arrangements are being made for the preparation of the meeting in the hall located between the under-construction buildings for the House of Representatives and the National Assembly,” he said.

According to the agreement signed between the Ministry of Urban Development and the construction company Tundi Sec Joint Venture on September 3, 2 TAG_OPEN_div_21 019, the federal parliament building should have been completed within three years, i.e. by October 3, 2079. The construction of the building has not been completed so far due to various reasons including the coronavirus pandemic.

Under the project, which is being constructed in 151 ropanis of land, there will be 12 buildings including the House of Representatives, the National Assembly building, the VVIP hall and other offices.TAG_OPEN_div_19 There will be eight main buildings in the parliament building. The building will have a combined lobby with a capacity of 350 seats and will house 10 parliamentary party offices. It will have four additional special blocks, two Parliament Secretariat buildings, Parliament Library, two canteens with a seating capacity of 100 and 300 people and parking of 390 vehicles.

The parliament building in Baneshwor was burnt down during the Jenji agitation on September 23 and 24.
