Gagan Thapa unveils ‘Grand Reform’ plan

Let’s stop it. KATHMANDU: Nepali Congress President Gagan Kumar Thapa has forwarded a plan of ‘grand reform’ for a comprehensive reformation and structural changes in the party.

Addressing the party’s central working committee meeting for the first time on Tuesday, Thapa said that his journey would be focused on general convention and party revival.

Party’s ‘Grand Reform’: Purification and Renaissance

Speaking about the party’s internal life, Thapa said the NC needed ‘grand reform’, not a small reform. He said that the time has come to remove the “dirty leaves” like unprincipled compromise for power and misuse of state power.

Stating that the party’s ugly structure has suppressed its originality, he stressed the need to convert the diversity of four generations into the strength of the Nepali Congress. He is determined to revive the party as a vibrant social movement and not just an ‘election machine’.

Taking responsibility for the defeat, he made it clear that he would not run away from accountability as he was the ‘captain of the team’.

Resignation, Accountability and Decision of the Central Committee

Regarding the resignation tendered to Vice-President Bishwa Prakash Sharma immediately after the election results, Thapa said that it was not a desperate mentality but a test of political accountability. “I am the captain of this team and we went to the election under my leadership, so I had a firm conclusion that I should take responsibility for the defeat,” he said. ’

However, after the central committee decided that the leadership from the special general convention should fulfill the remaining responsibilities, he respected the committee’s decision and announced the beginning of a new chapter.

Thapa said that the chapter of resignation is over and the responsibility of leading the party towards the 15th general convention has come on his shoulders.

Demand for investigation of corruption scandals and assets after 2046

In the context of good governance, President Thapa has forwarded an aggressive proposal. He demanded the formation of a high-level commission to investigate the property of all the people holding public posts after the 2046 people’s movement.

“The main point of our promissory note is that the ill-gotten wealth should be confiscated,” he said. He stressed that the popular cases like Giribandhu, Lalita Niwas, Widebody should not only be a subject of public consumption but should now be a matter of ‘doodhko doodh pani ka pani’ and the culprits should be punished. He also expressed the commitment of full support of the Nepali Congress if the new government conducts an impartial investigation into such incidents.

Thapa has proposed that the constitution should be amended for good governance and effectiveness without disturbing the basic pillars of the constitution. For this, the NC plans to form a committee comprising experts under the coordination of a senior leader and the committee will consult with the parties within the party, the parliament and the forces outside the parliament to build a national consensus.

He claimed that the NC would play a leading role in revising the constitution as per the time by further strengthening inclusion, social justice and rights of youths.

Digital subscription and lateral entry arrangement {

Thapa informed that all the active members would be documented and updated in a new way from April 1, making drastic changes in the membership system. Now every member will get a ‘Congress ID’ and the entire process will be digital.

He also said that the lateral entry would be opened to bring experts from different professions and professions into the leadership of the party. He proposed to scrap the old provision of bringing general convention representatives from well-wisher organizations and implement the new statute that allows experts to directly participate in policy formulation and leadership.

Congress Leadership Academy and Compulsory Training

Thapa has put forward the concept of ‘NC Leadership Academy’ for leaders who want to take up public responsibilities. Now, any person who wants to be a candidate in the local or provincial elections will have to undergo training according to the academy’s curriculum. “Those aspiring to become mayor or ward chairperson must take classes on public policy, economy and good governance,” he said.

He expressed the belief that this would help the party’s candidates to be able to govern and play an effective role in resolving people’s problems.

15th Congress Schedule

President Thapa has proposed a detailed work schedule to hold the 15th central general convention in coming September, 2083. According to the proposed schedule, active membership will be distributed and updated at the ward level in April 2083. The ward convention will be held on August 26, the village/town convention on August 23, the provincial assembly regional convention on August 23, the regional convention of the House of Representatives on August 19 and the general convention representatives will be elected.

Likewise, the district convention would be held on August 23 and 7, the provincial convention on September 15 and 16 and the 15th central general convention of the Nepali Congress on September 24, 25 and 26, 2083.

Message of Discipline and Unity

President Thapa said that the party’s ‘vehicle’ has moved ahead and it will not spare anyone. He warned that he had taken serious note of the tendency of not supporting the party’s official candidates during the election or not voting on the tree symbol.

“It is the duty to make the candidate victorious after taking oath as a party member.  He pledged to move ahead by accommodating all by giving up all past prejudices and making the NC a trustworthy and trustworthy party.

Role of the Federal Opposition and National Politics

President Thapa described the role of the federal opposition that the Nepali Congress got after the election as a special responsibility.

He also congratulated the Rastriya Swatantra Party which got the mandate to form a new government and promised that the NC would play the role of a constructive opposition. “We have pressure and encouragement to speed up the government, but we will not allow the country to crash under any circumstances,” he said.

Thapa made it clear that there would be no compromise on basic values of democracy, press freedom and autonomy of the judiciary.
