Kathmandu. The government has recommended various ordinances to the President on April 24 with the objective of making appointments in public bodies transparent and competitive, ending partisan politicization, expediting public construction works, returning the money of small savers of cooperatives and making land, land revenue and survey services effective.

According to Prime Minister Balendra Shah’s press and research expert Deepa Dahal, the ordinance has been recommended to amend the Constitutional Council (Functions, Duties, Rights and Procedure) Act-2066 BS with the objective of systematizing the procedures related to the meetings to be held for the recommendation of appointment of office-bearers of the constitutional bodies.

Likewise, an ordinance designed to amend the Cooperative Act-2074 BS has also been recommended for promulgation. The ordinance also includes regulating cooperatives that carry out major transactions of savings and loans, requiring such cooperatives to obtain operating licenses and setting up of a ‘Circular Relief Fund’ to immediately repay the savings to the members of the problematic cooperatives.

Likewise, the ordinance designed to amend some Nepal acts related to universities and health science academies has also been recommended. These ordinances have been recommended to be in line with the ordinance made to make special provision for the removal of public officials who were politically appointed and nominated in the past.

Likewise, some Nepal acts have been recommended to be promulgated, under which 20 acts will be amended. The ordinance has been recommended to remove obstacles seen in the laws related to land and land survey, land revenue, education, forest, health, civil and insurance among others.

Likewise, an ordinance designed to make special provision regarding the removal of public officials from their posts has also been recommended. This ordinance has been brought with the objective of removing the politically appointed officials of public bodies. Likewise, an ordinance to amend the Public Procurement Act-2063 BS has also been recommended to be issued.
