Kathmandu. KATHMANDU: The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration has formed a high-level committee to resolve the dispute between people’s representatives and employees at local level.
Especially, there has been a dispute between the Chief Administrative Officer and the people’s representatives on policy issues. As a result, there are problems of not taking decisions on time, budget implementation, and increasing arrears.
The Ministry has formed a high-level committee under the coordination of the Secretary with the joint secretary of the Office of the Prime Minister and Council of Ministers and representatives of Municipalities Association and National Federation of Rural Municipalities to find a solution to the problems in the long term.
Long-term solution will be found by studying the problems of the Chief Administrative Officers at the local level being vacant for a long time, the Chief Administrative Officers who have been transferred or posted not attending the office on time, not coordinating with the local people’s representatives, being involved in activities against good governance and selfish activities and not cooperating in implementing the decisions of the local government in a professional manner.
It will also study the problems of putting the employees deputed at the local level under pressure to pay for the works that are against the law, appointment of employees, fuel distribution and hospitality work.
The conflict between the employees and the people’s representatives seems to be high as some decisions against the law under the pressure of the local level people’s representatives put the employees at risk of getting involved in corruption cases in the future.
In order to resolve these problems, the committee will play a role in ensuring that the activities of the local level are completed according to the legal process, to minimize the misuse of resources and corruption, to implement the directives given by the regulatory bodies in letter and spirit, and to minimize the misunderstanding between the local representatives and the Chief Administrative Officer.
The committee will carry out necessary study and research in this regard to promote good governance by making the performance of the local governments effective. In addition, the committee can work by forming various sub-committees and working groups to resolve the problem.
According to the Ministry, the role of the committee is significant to make all bodies responsible for making development construction and service delivery more effective by maintaining good governance at the local level.
The Ministry has also urged the local level people’s representatives, chief administrative officers, citizens and all the stakeholders to inform about the problems related to the local levels through Hello Sarkar, National Vigilance Center and the Ministry’s Grievance Portal.
