The metropolis will be divided into 7 clusters to promote a circular economy based on free, paid, minimising, creative recyclable use of waste and proper management through the use of technology. The Kathmandu Metropolitan City (KMC) has stated the policy and programme for the fiscal year 2083/084.

“The waste generated from the transfer centre will be managed scientifically by operating a mechanized material recovery facility at the Banchare Danda landfill site,” the policy and program reads, adding that arrangements would be made to collect waste from the waste management service fee through a one-door system as per the principle of paying the polluters. Every local government that disposes waste at the Bancharedanda landfill site will take initiative to make financial partnership based on the amount and nature of the waste. ’

Similarly, the government’s policies and programmes include making special arrangements for the management of waste to be accessible to the offices, service providers and service recipients of the metropolis through an online app, to control pollution in air, water, land, sound, visual, etc. by using appropriate technology, and to run environmental protection and pollution control and reduction programmes in coordination and partnership with federal, provincial and other local governments.
