Surkhet. The Ministry of Economic Affairs and Planning of Karnali province has issued a 27-point directive to 79 local levels in karnali. Instructions have been issued to the local levels with 27-point conditions to implement the budget allocated by the state government.
Minister for Economic Affairs and Planning, Raj Bikram Shah, said that the directive has been issued to maintain financial austerity and discipline. Secretary at the Ministry, Rabi Lal Sharma, said that the directive has been issued incorporating 27 points including revenue sharing, project and programme implementation, audit report and audit and provisions related to financial discipline. According to him, the amount given by the state government to the local level will be available in four installments.
Sharma said that the state government has set a condition to send the amount of the project sent to the local level only on the basis of the status of the project implementation. According to him, there has been more pressure on the implementation of the project handed over to the local level by the state government as per the condition.
According to the budget sent by the Ministry to the local level, the physical progress of the project and program will be demanded, while the state government will withhold the grant amount if the local level does not provide the details demanded by the ministry.
Secretary Sharma said that instructions have been given to spend the amount sent by the state government only under the same heading under which it has been sent. “The ministry issued the directive after it was found that the money received was spent on its own. “We have been directed to deposit 40 per cent of the amount collected from advertising tax, entertainment tax, tourism fee and natural resources in the state consolidated fund on a monthly basis,” he said.
According to the Ministry, if the local level does not deposit the amount in the State Consolidated Fund, it will be adjusted by deducting it from the amount of equalization grant given to the local level.
