CSR amount can be contributed to Physical Infrastructure Reconstruction Fund: Chair Dhakal

Kathmandu. Chairman of Federation of Nepalese Chambers of Commerce and Industry (FNCCI), Chandra Prasad Dhakal, has said that the CSR money can be brought to the Physical Infrastructure Reconstruction Fund operated by the government.

He said this while inaugurating the automatic evaluation system at the Biratnagar Customs Office on Wednesday.

Dhakal said that the government has called on the government to collect resources for the reconstruction of infrastructures damaged after the Genji movement. He said that the amount of Corporate Social Responsibility (CSR) can be brought into the fund, but for this, there is a need to write the CSR amount expenditure.

He said peace and security were the first prerequisites for reviving business environment. He said that the incidents of mass vandalism and arson caused by infiltration during the Genji Movement of September 7 and September 9 had caused an unimaginable loss of public and private property, which has weakened the morale of the general public and industrialists.

“The morale of industrialists has been weakened after the incident. High morale is required for investment. Maintaining peace and security is essential to boost morale,” he said, adding that it was necessary to create a conducive environment for controlling corruption, good governance, creation of employment opportunities in the country and utilization of revenue. ’

He said that the implementation of automatic evaluation system in customs check pass is positive and it will eliminate the hassle of measuring and paperwork. “In terms of customs valuation, we have entered a new phase today. Until now, customs valuation was done on the basis of reference value. Entrepreneurs had complained that it was not scientific,” he said, “We have been showing the government the possibility of online evaluation on the basis of GATT valuation for some years.” ’

He said that in the budgets of the last few years, the FNCCI has been saying that the customs price should be determined in accordance with the procedures mentioned in the WTO÷Gat Valuation Article Seven.

He said that this system has been recognized by the World Trade Organization and it is a scientific method and it will address the problem of under-invoicing and over-invoicing of one aspect of the informal economy in Nepal.

He said the government has initiated many positive works in a short span of time as per the private sector’s suggestion which would gradually help bring the economy back on track. Finance Minister Rameshwor Khanal on Wednesday inaugurated the online valuation software system implemented as a pilot project at Biratnagar Customs Office.
