Public bodies buying from India pave the way for payment in convertible foreign currency (Full text)

Kathmandu. Kathmandu: Nepal Rastra Bank (NRB) has amended the Unified Circular 2081 issued by the licensed body for foreign exchange transactions. The central bank has amended the unified circular to provide exchange facility to public bodies for purchase in convertible foreign currency in India as per the prevailing public procurement law.

Similarly, the Rastra Bank has also entered into an agreement with the public body where the public procurement law applies and the commercial bank can provide such exchange facility if it is recommended by the concerned public body if the organization providing the service as per the agreement has to make payment abroad by taking exchange facility from Nepal. TAG_OPEN_div_20 Rastra Bank has said that the limit of the amount mentioned in Circular 11 will not be applicable for such exchange facility. Similarly, the recommendation of the regulatory body is not mandatory for this.

TAG_OPEN_div_18 According to the nrb, if the supplier who signs the agreement with the entity has to import the goods mentioned in the ‘Bill of Caliti’ of the agreement and supply it to the public body, then the provision of such import draft÷TT, DAP, DAA through such import draft÷TT, DAA and the provision of seven days will not apply. Such imports can also be done on credit. In addition, after receiving convertible foreign currency from the public body, such imports can also be imported in such a way that it is paid in convertible foreign currency in India by maintaining the condition of payment of such import.
