Today, information and communication technology, ICT or IT have become indispensable not only for good governance but also for development and people’s daily routine. We cannot run without IT. Firstly, we want to use IT as an enabler to streamline the country, streamline the society, make human society more civilized, more sophisticated, more advanced and strengthen good governance in the country, use IT as an ally of good governance, as a facilitator for the good management of society, as a helper for corruption control and as a facilitator in providing services to the people. IT is not just a hobby, it has become a necessity.

IT should accelerate our development. Technology is the only technology that expands and accelerates development. Innovation is a necessity for it and it gives innovation. It should help develop mutual human feelings, mutual love, harmony and tolerance in the society. We have to use information technology in the same way. Keeping this in mind, we have taken IT forward with the slogan of Digital Nepal. Digitize the entire country and make the most of it. Accordingly, we had created the Digital Nepal Framework since I became the Prime Minister last time. Looking at the experience and progress so far, we have entered the next phase of Framework to Zero and are moving forward with that framework.

I myself have been active in using this technology in the field of education, health and various other fields to benefit the society by utilizing it. The government is active and each one of us should make efforts in this regard. If we give only one small example, the number of people who passed the SEE examination last year was less than 48 percent and from last year, we had said from the beginning that this percentage or less than 48 percent would be increased to 70 percent. Later, some of our young friends started online classes saying that we had to make some amendments and we would increase it from 60 to 65 percent. He launched a campaign for that. The aim is to go to school schools in different places across the country and motivate the principals, their teachers, their students, their parents. And with more than 200 mentors and several dozen teachers across the country, he conducted classes from Kathmandu at the same place and later we said that we will get results between 60 and 65 percent.

This is a very personal effort of our youth. The government’s support in this is that the Ministry of Communications provided it to us. We have provided internet services to the youth wherever they are told to serve. In that way, 61.81 percent or 62 percent passed after trying. From 48 percent to 62 percent or 14 percent, the results of SEE increased. We have seen this. With small expenses, the number of students passing by 14 percent in the number of millions of students across the country increased and increased. Therefore, by doing this, we have also helped things like online health, online health check-up, online treatment from different hospitals and small hospitals are able to get specialist services from big hospitals. We ourselves have experienced this directly only in these few years.

We have made extraordinary progress in this field in the last one year since I was the Prime Minister. One good thing we have is that we have a ‘demographic dividend’ that is good for us. We can use that in this field because our youth today are generally digital-friendly or in the digital sector, in the IT sector, they are at least educated. They can take knowledge from it in different ways and communicate knowledge. Therefore, from innovation, innovation or other research, the use of IT is helping us a lot and we are working on all these things for social change, everything for the development of people, for the development of the economy, for the development of education, health and all social sectors, and for providing service facilities to the people in the society.

Right now, we are doing things like this personal IT to serve the people through them and it is helping in many aspects. At the same time, if it does not know how to use some weaknesses, distortions and science technology properly, if the machine is not used properly, then the hand will be cut off. It depends on whether the machine is running properly or not. In today’s world, it cannot be said that this information technology has been used properly. Especially in the information sector, things like misinformation, disinformation, etc. are also doing some damage from it.

There are also things that distort the society a bit and we are aware of such things. Everything has to happen. In fact, this press should be free, freedom of information should be everything but uncontrollable and not in a way that harms the society, it should be done in a way that benefits the society. IT for society, IT for development, IT for national integration, IT for world peace, IT for information entertainment, IT for education, IT for health. By doing so, we should be able to make good use of IT.

Our national aspiration is ‘Prosperous Nepal, Happy Nepali’. That is our national aspiration. In order to fulfill that aspiration, to achieve it, to make it a destination, we are moving forward and to achieve it, good governance and development, speed, strength and speed need to move forward. It is necessary to take full help of IT. It’s very useful. Therefore, we are working towards making good use of it for the country, for the people, for the society and for the human race, for good governance and development.

In this regard, I am confident that the World IT Conference 2025 organized by you will definitely contribute a lot. With this belief, I would like to convey my best wishes to you. May you move more quickly in this direction, make a greater contribution and for that we have made a law. Recently, we have decided on an AI policy. Make use of all these things. We have recently made laws on things that can be easily exported to IT products here legally, things that can be profited by staying here and open a company for it outside, can open a company abroad, etc. Therefore, I would like to urge everyone here to think and move forward in the direction of utilizing this work.
