18 new practices in NC general convention this time

Kathmandu. The 15th general convention of the Nepali Congress is going to be different from the previous general convention in some important aspects. Implementing the amendment made to the statute from the last special convention, this time a new exercise is going to be carried out from the representation of youth, women and various communities to the general convention operation and publicity style.

Here are the 18 new aspects that will be seen in the NC general convention this time.

1. Assured representation of youth under 35 years of age

This time, the Congress has made a provision for assured representation of the youth below 35 years of age in the leadership structure of the party. Provision has been made in the statute to increase the participation of youths from ward to center.

2. 21 Youth Members at the Centre

In the Central Working Committee, 21 youth members below 35 years of age will be elected. Arrangements have been made to bring youths from the provincial and open groups into the central leadership.

3. At least one-third representation for women

Provision has been made to ensure at least one-third representation of women in the working committees of various levels of the Congress. It aims to increase women’s participation from the ward to the center.

4. Number of Joint General Secretaries increased

This time, the number of joint general secretaries in the Congress has been increased from eight to 11. There is a provision to be elected from the inclusive group and nominated by the president.

5. Arrangement of ‘Lateral Entry’

Not only the cadres who have been active in politics for a long time, but also those who have expertise in various professions, professions and fields have been brought into the main leadership of the party. Under this arrangement, seven central members will be elected.

6. Representation of Congressmen abroad at the Center

Six central members will be elected from the delegates of the Nepali Janasamparka Samiti. This will give a formal place to the Nepali Congress-affiliated Nepalis living abroad in the central structure.

7. Broaden Inclusive Representation

Representation of persons with disabilities, minorities and backward areas has also been ensured in the central committee. Similarly, the representation of workers and democracy fighters, martyr families and conflict victims has also been ensured.

– 232-member central structure

According to the new provision, the central working committee of the Congress will be 232 members. There will be 171 elected members and 61 will be nominated by the president.

9. Announcement of no Panel Formation

This time, it is said that in the selection of leadership, there will be no practice of going to the elections by forming a formal panel like in the past. It is said that the representatives will use their discretion in the selection of candidates.

10. Closed session in provincial groups

Preparations have been made to hold discussions on political, organizational and policy documents by forming separate groups instead of holding discussions with around seven thousand representatives in a single hall.

11. Closed in three structures

Three big structures have been prepared for the closed session of the general convention to be held at Khula Manch. This arrangement has been made with the aim of organizing the participation of a large number of delegates. The halls where the discussion will be held have been named Himal, Pahada and Terai Madhes.

12. Report Digitally Available

Preparations are also being made to make the political and organizational documents of the Congress available to the delegates through digital means. This will reduce the dependence on paper documents.

13. Recording discussion

Preparations are being made to preserve the opinions, suggestions and debates put forward by the delegates in the general convention as a record. It is said that the final document will be prepared by incorporating the suggestions received.

14. Digital Voting Efforts

The Congress was preparing to use the electronic voting system. But due to technical and managerial reasons, it has decided to switch to the traditional voting system at the last moment.

15. Change in Promotional Style

This time, the style of campaigning with big gates, hoarding boards, pylons and excessive flags has been discouraged in various places of Kathmandu. Candidates have been urged to campaign through digital medium. Candidates will also not be allowed to print and distribute pamphlets at polling stations.

16. Opening and Closing Sessions in the Same Place

With the inauguration of the 15th general convention of the Nepali Congress, preparations have been made to hold the closed session at the Khula Manch in Kathmandu. The structure has been built accordingly to manage a large number of delegates.

17. Prohibition due to disaster

The Congress has taken a policy not to make the convention excessively expensive and extravagant in the wake of the country’s recent major natural disaster. This time, the tradition of publicity materials and decorations across the city has been limited.

18. Debate on ‘Congress 2.0’

In this year’s general convention, along with the selection of the leadership, the party’s future political direction, organizational reforms and the role of the new generation have also been given priority. Slogans like ‘Changed Congress, Change the Country’ and ‘Congress 2.0’ have given a message to take the party forward in a new style.

In this way, with the selection of leadership in the 15th general convention of the Congress, efforts have been made to bring about changes in the organization’s structure, representation, style of debate and publicity system. Increasing the participation of youth, professionals, workers and women, bringing experts into the party and representing the Congressmen from abroad at the center are the main new aspects of this Congress.
