. Arjun Jung Thapa, former secretary of the government of Nepal and an infrastructure expert, has said that the sick contract has come easily. Presenting a working paper at a dialogue programme with stakeholders on ‘sick contract management’ organized by Nepal Infrastructure Journalists’ Society in Kathmandu on Tuesday, he said that it was necessary to reduce the sick contract to zero even if the condition of sick contract was eased.

}’As of December 2018, 1848 contracts worth Rs 118 billion were sick. The deadline for the 1032 contract was in a state of collapse. Rs 23.60 billion was yet to be raised. Rs 5.90 billion was at risk of performance guarantee,” he said, “At that time, the Commission for the Investigation of Abuse of Authority (CIAA) studied it and gave 30-35 recommendations. He suggested increasing the human resources, increasing the capacity of the employees, facilitating the contract, monitoring etc. ’

He said that all the concerned agencies have followed this rule. As a result, more than 1,800 sick contracts have now been reduced to 400,000, he said. “It’s a lot in itself, but we’re in a comfortable situation. We have come from a terrible situation to a very comfortable situation. But it has to be brought to zero. ” he says.

After that, the contractors could not be paid for two or three years. Due to this, the contractors became sick,” he said, adding, “Even now, the patient contract management should be done through the practice of 2075.” Strict contract management should be carried out. He said that the contract was sick due to unreceived budget and delay in payment.

He also said that 5-TAG_OPEN_div_12 7 percent of the contractors are sick due to employees. He said that there is a tendency that the employees do not pay even in the contracts that have been completed.  He said that compensation should be given in such contracts. He said that in some cases, contractors have also been sick due to contractors. He also said that the law should be amended to prevent contractors from falling sick and capable contractors should be selected. Similarly, he said that variations and deadlines should be managed.

He said that the contractors should also do as much work as they can. He also stressed the need to enhance the technical capacity of employees and contractors at all levels. He said that there should be a guarantee of easy payment.
