Kathmandu. The process of preparing the budget for the coming fiscal year (2083÷84 has begun. The budget process has started after the National Planning Commission (NPC) sought proposals from the provinces and local levels for the plans and programmes to be implemented under the federal complementary and special grants for the coming fiscal year.
The proposal for receiving the supplementary and special grants to be provided by the federal government to the provinces and local levels has to be submitted by mid-February.
“Provinces and local levels should submit a proposal in such a way that they do not conflict with the projects or programs to be implemented from other sources and the existing projects and programmes,” the NHRC has said while seeking proposals from the provinces with priorities prepared by the concerned provincial policy and planning commission, the recommendation of the provincial government and in the case of the local level, recommendation from the executive.
According to the Commission, proposals for supplementary and special grants can be submitted only through the Commission’s Electronic Information Management System.
Likewise, the NHRC has urged the bodies concerned to submit the proposal as per the provisions of the Supplementary Grants (First Amendment) Work Procedure-2082 and Special Grants (First Amendment) Procedure-2082. As per the work procedure, the project feasibility study, drawing, design and specification should be submitted along with the cost estimate for the grant under these headings.
Similarly, environmental study report and other documents are required. The work procedure stipulates that the decision of the concerned executive in the case of the local level and the decision of the Council of Ministers of the State Government should be made on the recommendation of the concerned State Planning Commission in the case of the State.
