Due to this, the energy entrepreneurs have to face a lot of problems.
Similarly, the Securities Board of Nepal (SEBON) has been prohibiting hydropower companies with less than 90 net worth from issuing IPOs. SEBON did not allow the IPO to be issued for more than 2 years due to the instructions of the PAC.
The promoters were agitated when they could not issue the IPO. The IPO was not allowed to issue and caused a loss of Rs 108 billion and they intimidated the government by going to the IPPAN against Sebon claiming an equal demand. The problem is still the same. However, the demands of IPPAN have not been addressed. Companies that were removed from the pipeline because Sebon did not reach net worth are now sending files again.
Similarly, the CDSC has sent a procedure to the Securities Board of Nepal (SEBON) stating that the promoter and the public will have different IGN numbers. That procedure is still in limbo with the board. There was a lot of controversy over this. IPPAN also issued a statement protesting against it. The problem has not been resolved yet.
Not only that, there is also the problem of non-sale of electricity generated during the rainy season due to contingency, and after the Genji movement, there is a trend of asking for free shares in hydropower projects. There has been no shortage of obstruction in the project by putting forth various demands in the name of Jenji.
Although the government had decided to forward the construction of the projects that have been licensed before 2081 BS, it has not been implemented. According to Dulal, the electricity bill to destroy the private sector has been reduced to zero due to the dissolution of Parliament.
The private sector has been demanding electricity business for a long time. This topic became very hot. However, he was not allowed to do so. According to Dulal, there is still confusion about the PPA quota for hydropower projects smaller than 10 MW after the government presented the budget for the current fiscal year.
