Kathmandu. KATHMANDU: Four ministries have discussed the plans and programmes proposed by the government for the upcoming fiscal year 2083/84.
According to EC Spokesperson Harisharan Pudasaini, the National Planning Commission held discussions on the plans and programmes proposed by the Ministry of Home Affairs, Ministry of Land Management, Cooperatives and Poverty Alleviation, Ministry of Youth and Sports and Ministry of Women, Children and Senior Citizens under the initial phase of budget formulation.
The EC had held discussion with the Ministry of Finance, the Ministry of Foreign Affairs and the Ministry of Law, Justice and Parliamentary Affairs on Sunday. The ministries are entering their plans and programs in the Ministerial Budget Information System (LMBIS) on the basis of the medium-term expenditure framework prepared by the Planning Commission, the budget ceiling set by the National Resource Estimates Committee and the guidance received from the Ministry of Finance.
According to the Economic Work Procedure and Financial Accountability Act, 2076 BS, each ministry has to prepare policies, programmes and budget proposals of its subordinate bodies and submit them to the National Planning Commission and the Ministry of Finance within the deadline. For this, the Ministry of Finance had given a deadline of March 29 to the ministries.
Newly-appointed Finance Minister Dr Swarnim Wagle has said that a transformational budget would be brought for the coming fiscal year.
Accordingly, the Ministry of Finance has asked the government to propose only plans and programs that match the existing policy and periodic plan, projects as per the medium-term expenditure structure, preparatory preparations and estimated cost estimates, expenditure for the next three years and resource projection. Likewise, discussions are underway with the ministries to select plans and programmes for the budget for the coming fiscal year keeping in mind the election manifesto of the ruling party, 100 agendas related to governance reforms approved by the meeting of the Council of Ministers on March 26 and the provisions contained in the Good Governance Roadmap 2082.
