. KATHMANDU: Former president of the Federation of Nepalese Chambers of Commerce and Industry (FNCCI) Shekhar Golchha has been arrested on bail of Rs 5 lakh. The Central Investigation Bureau (CIB) of Nepal Police arrested him before he could be released from custody for investigation in another case related to the Insurance Act.

The Supreme Court (TAG_OPEN_p_120 SC) on Sunday dismissed a writ of habeas corpus filed demanding the release of Golchha from jail but issued a mandamus order citing serious errors in the process of keeping Golchha in jail. A division bench of Justices Mahesh Sharma Poudel and Shreekanta Poudel issued the order today, concluding that the detainees failed to meet the legal standards.

} However, point number 6 of the order issued by the Supreme Court also mentions the offence related to the Insurance Act, 2079 against Golchha. The court said that although an arrest warrant has already been issued in the case, necessary judicial permission to keep him in custody is yet to be obtained.

} The court said, “It appears that permission to issue an arrest warrant has been granted in connection with the offence related to the Insurance Act.” Since there is no argument in this regard, it is not necessary to speak on the subject in the light of the present petition. ”

Meanwhile, the Central Investigation Bureau (CIB) has taken Golchha, who was released in the securities case following a court order, and has started investigation on charges related to the Insurance Act TAG_OPEN_p_117 g.
