Karnali budget stresses empowerment of Dalits, women and Rautes

. The Karnali Province government has laid emphasis on the budget based on social welfare and social development to build an inclusive, just and equitable society. The provincial government has laid special emphasis on the empowerment of Dalits, minorities, women, children, senior citizens, people with disabilities and impoverished communities in the budget for the coming fiscal year 2083/84.

The budget statement states that the social security and protection programs will be made effective to promote gender equality, social inclusion and human rights.TAG_OPEN_div_26 State government Minister for Economic Affairs and Planning Rajib Bikram Shah said targeted programmes would be launched to end social discrimination, violence, ill practices and all forms of exclusion.

He said that social harmony, civic participation and community empowerment have been promoted through community-based social welfare programmes.TAG_OPEN_div_24 The Finance Minister said that Rs 120 million has been allocated for the Chief Minister Dalit Income Generation Programme for the purpose of enhancing their livelihood, economic progress, social prestige and respect through modernization and commercialization of the knowledge, skills and capacity of the Dalit community, who have been oppressed and neglected in the society.

The budget has allocated necessary budget for the operation of skill and employment-oriented training and technology transfer to bring women, gender and sexual minorities and Rautes and other endangered and marginalized groups and communities into the mainstream through empowerment.TAG_OPEN_div_22 Minister Shah said that a budget of Rs one crore has been allocated for the disability partnership programme for the prevention and rehabilitation of the disability.

According to him, necessary budget has been allocated to provide grants for long-term rehabilitation while giving continuity to the support being provided to the short-term service center for rescue, protection and rehabilitation of women and children who have been subjected to gender-based violence.TAG_OPEN_div_20 Emphasis has been laid on the operation of welfare institutions and construction of physical infrastructure for the senior citizens’ living in an easy, simple and dignified life.

In order to develop Karnali as a beggar-free province, the budget has allocated Rs 15 million for the infrastructure development of the Manav Sewa Ashram in Birendranagar, giving continuity to the provision of grants and incentives to organizations like Manav Sewa Ashram and Prashanti Old Age Home on the basis of the number of services.TAG_OPEN_div_18

“The government has also given continuity to the rescue, protection, nurturing, education, rehabilitation and family reunification support programme for the formulation and implementation of provincial policies and laws related to children for the protection and development of children and for the establishment of child-friendly governance system TAG_OPEN_div_16 ।

According to Minister Shah, programmes have been launched for the skill development, shelter management and livelihood of violence survivors, single women, conflict survivors and mothers who are living in temporary shelter for their children’s education.TAG_OPEN_div_14 The provincial government has forwarded a plan to protect the population of the Raute community, protect their unique identity and connect them with the modern society by implementing the policy of mainstreaming the Raute community.
