Bagmati. The Bagmati state government has come up with various programmes aimed at making transport services effective.

Minister for Financial Affairs and Planning Prabhat Tamang said that the government has forwarded the budget for the fiscal year 2083/84 with the goal of making the transport service systematic and effective.

He said that the services provided by the Transport Office will be gradually delivered through online medium by adopting the new definition of service delivery, ‘technology and transparency: new definition of service delivery’.

For this, necessary arrangements have been made for the development of necessary infrastructures, creation of electronic record of old paper files and structures, improvement and upgradation of driving license and vehicle registration system as well as interconnection with the central system and national identity card.

The government has a plan to maintain minimum contact point for promoting good governance in transport-related services and to conduct written examination of driving license online and to automate practical examinations to prepare a model of faceless service delivery.

The government has stated that necessary budget has been allocated to eliminate possible collusion by separating the management of written and practical examinations and to start vehicle testing service based on automated technology.

The provincial government has made preparations to print and distribute driving licenses from the province itself in coordination with the federal government.

Minister Tamang said that arrangements have been made to convert vehicle registration certificate into QR coded smart card and make payment of tax and driving license through electronic means and end the compulsion to visit office for tax payment and renewal of driving license.

Stating that the services provided by the transport offices in collaboration with the federal government would be made accessible, simple and service-oriented through the connection with the citizen app, the government has said that the budget has been allocated for the arrangement of driving license, blue book and mechanical test for the citizens to view the information related to driving license, blue book and mechanical test through the mobile app.

Minister Tamang said that necessary budget has been allocated for the management of digital display, token system, clean drinking water, systematic waiting room, clean toilets and necessary furniture to improve the work place of transport management offices and make them service-seeker-friendly.

The government is preparing to establish and operate automated vehicle testing centre in collaboration with the private sector to make regular mechanical testing of public vehicles and to make the repair of old vehicles scientific and modern.
