Communications Minister directs employees to work result-oriented

.  Kathmandu: Minister for Information and Communications, Dr Bikram Timilsina, has directed the Ministry and its subordinate bodies to implement policies and programmes and budget for the current fiscal year along with extensive administrative reforms by developing a responsible, accountable and result-oriented work culture.

During a staff meeting held at the Ministry of Communications and Information Technology today, Minister Bhattarai also directed the government to finalize the files that could be decided by the ministry within a single day and to immediately implement the provision of taking the files requiring inter-agency coordination to the final decision within five days.TAG_OPEN_div_54

Minister for Communications and Information Technology Dr Timilsina also directed the government to make the evaluation system effective on the basis of daily performance review, regular monitoring and performance agreement.TAG_OPEN_div_52

He also stressed on linking law making and budget implementation to the results by making service delivery fast, transparent and digital-friendly.TAG_OPEN_div_50 Stating that the Ministry has made remarkable progress in the implementation of the hundred agendas related to governance reforms, the Minister pointed out the need of linking it with continuous reforms and results.

Stating that the review meeting should become a new basis for improvement rather than being limited to the past evaluation, he said the employees should self-evaluate their responsibilities and inform the leadership on time to resolve the problems.TAG_OPEN_div_48

Stating that every employee should take responsibility for the work done by his or her branch on a daily basis, he also directed them to work in a result-oriented manner as per the objectives set by the Act and Law by following the rules and procedures.TAG_OPEN_div_46

Stating that improvement was necessary in the decision process and file management system for the effective implementation of the budget for the current fiscal year from the very beginning, he also directed to develop a system to inform where the file has reached and why it has been stopped.TAG_OPEN_div_44

He also directed to implement the evaluation system to make daily reports to make work performance more effective, to prepare an action plan in the morning and start the practice of reviewing it in the evening and to conduct daily, weekly, fortnightly and monthly review meetings regularly.TAG_OPEN_div_42

He expressed the view that the employees should be evaluated on the basis of performance agreement and a system should be developed to make the leadership accountable to the subordinate employees.TAG_OPEN_div_40

Expressing dissatisfaction over the dilly-dallying in the ministries and subordinate bodies, Minister Timilsina stressed the need of putting an end to the tendency of avoiding responsibilities.TAG_OPEN_div_38  He also directed the Ministry to make the ‘front desk’ established at the Ministry effective and to provide all possible services through online system, urging him to directly inform about any pressure on the government to carry out activities against the laws.

Stating that the formulation of laws has been prioritized in the current fiscal year, the Minister said that the Mass Communications Bill has moved ahead after approval in principle from the Ministry of Finance and Law.TAG_OPEN_div_36 He also directed the government to immediately start discussions on Media Council Bill, the legal section to review the weekly progress of various bills by fixing the deadline of various bills and to fulfill the target of submitting six bills to the Federal Parliament within the current fiscal year.

Secretary at the Ministry, Laxmi Kumari Basnet, acknowledged that the capital expenditure in the last fiscal year was relatively weak and expressed commitment to implement the budget in an effective manner in the current fiscal year and perform result-oriented.TAG_OPEN_div_34 Stating that the Organisation and Management (ONM) works of the Department of Information and Broadcasting and the Department of Printing press have been completed and ONM would be launched in other bodies soon, Secretary Basnet said responsibility management and work execution would be made more effective in order to achieve the annual target of the Ministry.

In the meeting, Joint Secretary Udaya Bahadur Rana Magar stressed the need to give priority to good governance and effective service delivery and expressed the commitment to develop a system to sort out the files received at the Ministry under the necessary and necessary headings as general and to finalize them within the deadline.TAG_OPEN_div_32 He also pledged to implement a ‘report card’ system to inform the ministry and its subordinate bodies about the status of each file.

In the meeting, detailed discussion was held on the work plan for the current fiscal year 2083/84, budget implementation, formulation of laws, service delivery, performance agreement, administrative reforms and increasing the effectiveness of the subordinate bodies.TAG_OPEN_div_28
