Kathmandu. Nepal State Bank Employees’ Association (NBA) has filed a complaint at Nepal Rastra Bank (NRB) accusing the bank of violating the labour laws, trade union rights and its own internal policy.
The association had also complained to the bank’s commercial branch management of mental harassment, personal humiliation and forcing them to work overtime till late at night. The employees of the bank have reached the Rastra Bank alleging that the management committee of the bank did not investigate the complaints of the employees and instead transferred the complainant employees and the office-bearers of the trade union in a retaliatory manner.
According to the association, on April 1, 2026, 13 employees of the commercial branch had filed a joint written complaint against the branch manager. On April 5, the unions submitted a formal application to the bank’s CEO. Four days later, the bank said it had launched an investigation under the Internal Grievance Address and Vigilance Provision.
According to the association’s claim, although the internal grievance redressal committee had prepared a report, its findings and decision were not informed to the complainant. The association has accused the government of not following the minimum procedures required to investigate the complaint and the accused by keeping them separate.
On June 4, 2026, the employees’ union had given a two-day ultimatum in this regard. The bank’s human resources department then sent a letter on June 12 citing interim measures that the demand was not addressed.
According to the association, on July 17, the Department of Human Resources informed in an email that the investigation had been completed and the disciplinary officer had taken necessary action. However, three days later, on July 20, the management transferred three complainant employees and a central committee member of the employees’ union out of the valley. The union has called the transfer a “retaliatory and illegal” move.
The association has claimed that such act violates Article 23 (A) of Trade Union Act, 1992, Article 34 of the Constitution of Nepal and the bank’s policy against workplace harassment.
The association has also demanded the immediate cancellation of the retaliatory transfer order from Nepal Rastra Bank, to provide the investigation report and decision to the concerned side, to conduct an independent and impartial investigation if necessary, to conduct a special regulatory investigation into the corporate governance, employee protection, internal control system, code of conduct and regulatory compliance and take action against the responsible officials as per the law.
