Kathmandu. KATHMANDU — Minister for Youth, Labour and Employment Ramji Yadav has announced to implement practical policy by systematizing the existing policy in the foreign employment sector.

Addressing the Fifth Nepal Forum on Migration and Development organized by the Ministry of Youth, Labour and Employment and IOM here today, Minister Yadav said since the government was only limited to paper policy in 2015, the government has started the process to review it to make it practical. “

“After the proposed amendment draft of the Foreign Employment Act-2064 is passed, provisions will be made to encourage those abiding by it and provide more stringent punishment to those violating,” he said.

Once the proposed act is approved, the admission process will be fully digitized to make it more transparent, accountable and monitorable.

Sharing his experience of his 100-day tenure, Minister Yadav said he saw problems in the implementation of the policy even before he became the minister and now a high-level taskforce has been formed to regulate it in a scientific manner.

On behalf of IOM, Chief Mission Officer Helen Force said that Nepal has been demonstrating excellent leadership on the global agreement on safe, orderly and regular migration. “Nepal has shown strong leadership in global forums for safe and orderly migration, translating its commitment into the National Plan of Action. “

He also expressed his commitment to work together with IOM Nepal in this journey.

At the event, Jerome Alcantara, assistant secretary of the DMW, said that according to the 2020 recruitment fee survey, Filipino workers paid the same fee to the recruitment agency as an average of 1.2 months’ salary. “The Philippines’ fair admissions process is legal, fair and transparent,” he said.

“Under Philippine law, fair recruitment is a lawful recruitment process that is fair and transparent, and ensures that workers’ dignity and human rights are respected and protected. ” he said.

KATHMANDU: The Ministry of Youth, Labour and Employment has launched an online platform called ‘Ujuri.dofe’ through the Department of Foreign Employment to solve the problems of workers.

On the occasion, Minister Yadav presented the ‘bitter reality’ of Nepali migrant workers taking loans in high interest to go for foreign employment, selling land and mortgaging their wives’ jewelry.

According to a study conducted at Tribhuvan International Airport, many workers are afraid to disclose the actual amount they have paid for fear of losing their jobs.

It is estimated that only about 7 percent of the Nepali migrant workers are being recruited morally (feeless). The Minister further said that the government’s ultimate goal is to reach 100 percent ‘Employer Pay’ model. For this, a strategy will be adopted to prevent unhealthy competition among manpower companies and to encourage the direct recruitment process.

Stating that Nepal alone could not solve problems related to foreign employment, he said the government was ready to learn from the good practices of countries like the Philippines and collaborate with the stakeholders. He also expressed his commitment to implement the practical suggestions coming out of the conference.
