Nepal Rastra Bank’s 6-point directive on payment system: National ID card mandatory for opening digital wallets like Khalti, eSewa

Kathmandu. Nepal Rastra Bank (NRB) has issued a 6-point directive on payment system. Issuing Unified Directive on Payment Systems

The licensed organization of the payment service provider has to make arrangements to open the wallet by verifying the details of the national identity card as per the electronic record of the national identity card in the case of Nepali citizens.

Along with this, a national identity card is now mandatory to open digital wallets like Khalti and eSewa.

Similarly, the licensee should self-declare whether or not the wallet user has the details of the national identity card by the end of October 2083 through a mobile application or other appropriate means.

In case of a Nepali citizen who has obtained the national identity card, the national identity card number of the concerned wallet user should be updated by mid-October 2083.

In case of Nepali citizens who have not been able to obtain the national identity card, arrangements should be made to inform the concerned wallet users every month through mobile application or other appropriate means to update the customer identity by obtaining the national identity card.

Nepalese living abroad can also open the wallet with any necessary documents other than the national identity card or national identity card number while staying abroad. The concerned licensed institution should obtain the details of the national identity card and update it within 35 days of the return of the wallet user.

For citizens who are unable to take care of themselves, disabled and helpless citizens, they will be able to open wallets and transact by attaching any documents other than national identity card or national identity card number.
