CIAA should not be misused as a means of political vendetta, personal enmity, intimidation among civil servants: Minister Gautam

KATHMANDU: Minister for Justice and Parliamentary Affairs, Sobita Gautam, has said the government was committed to controlling corruption and good governance while fully respecting the independent, impartial and constitutional role of the Commission for the Investigation of Abuse of Authority (CIAA).

During a meeting of the House of Representatives, State Affairs and Good Governance Committee today, Minister Gautam said that the government would provide necessary support in the investigation and prosecution of corruption related matters.TAG_OPEN_div_23

} “The government wants to move ahead to remove the systemic weaknesses, and clearly distinguish between corruption-related malpractices and minor administrative errors,” she said. Minister Gautam said that the government was ready to move ahead by linking the experience and suggestions gained from the Commission’s facts and research with good governance.

Minister Gautam said the CIAA could not be misused as a means of political vendetta, personal enmity and intimidating civil servants.TAG_OPEN_div_19 She stressed the need to set clear standards for investigation and prosecution.

“There should be clarity on whether the person is fit to be prosecuted after the investigation is done,” Minister Gautam said, adding that there should be clear criteria regarding which preliminary investigation should be sent for÷which cases to postpone and which prosecution to go to÷not.TAG_OPEN_div_17 ”

Stressing that the investigation itself should not be the punishment, Minister Gautam said that it would be appropriate to set a deadline for investigation into the corruption case.TAG_OPEN_div_15 “Keeping them under investigation for years can be an indirect punishment in itself, the investigation should be time-bound,” she said.

Minister Gautam suggested that the prosecution should be done only after providing evidence and attention should be paid to the secrecy of the investigation.TAG_OPEN_div_13 “It comes out first while initiating the investigation, will it affect the investigation or not?” she said. ”
