Kathmandu. International investigative media ‘The Greyzone’ has published a sensational report on the current political leadership of Nepal.
An investigative report prepared by journalists by Kit Klarenberg and Wyatt {{TAG_CLOSE_strong_34 TAG_CLOSE_a_36}} claims that US government-backed agencies secretly invested and ‘groomed’ (training and preparation) to change the regime and establish new leadership in Nepal.
According to the report, the National Endowment for Democracy (NED), an extension of the US intelligence agency (CIA) and its subordinate Consortium for Elections and Political Process Strengthening (CEPPS), have provided strategic support to Nepal’s incumbent Prime Minister Walendra Shah, Rastriya Swatantra Party (RSP) President Rabi Lamichhane, Home Minister Sudhan Gurung and lawmaker Sagar Dhakal.
$20 million ‘Policy Dialogue’ project

According to the report, the US government provided $20 million (about Rs 2.6 billion) to the International Republican Institute (IRI), the National Democratic Institute (NDI) and IFES for the ‘Niti Samvad’ project, which ran from 2017 to 2022.
The report states that with the aim of displacing the traditional politics of Nepal, young leaders were selected as ‘Catalytic Civic Leaders’ and given special training on public speaking, public relations, social media management and leadership development. In addition, Ranju Darshana has also been enlisted as a women’s rights activist and she was recently elected as a Member of Parliament, the document claimed.
The report states that the trained groups played a major role in the agitation against the government led by the then Prime Minister KP Sharma Oli in September 2025 and the political changes that followed.
Criticism of the Trishuli disaster and managerial weakness
More than 1,000 people were injured in the massive floods and landslides in the Bhotekoshi river on August 26, raising questions about the government’s disaster response capacity.
The report pointed out that the government was delaying accepting the assistance of technical rescue teams from China, India and Australia during the disaster.
Similarly, Subhash Chandra Baral, director of Nepal Engineers’ Association, termed the Prime Minister’s technical remarks regarding the rescue of those trapped in the tunnel as “irresponsible”.
The report states that the direct rescue participation of Home Minister Sudan Gurung at a sensitive time of disaster was termed as a ‘PR stunt’, the helicopter visit of lawmaker Sagar Dhakal was termed as ‘disaster tourism’ and the Prime Minister’s Office asking the Prime Minister to deposit the relief amount only in its own portal.
