Kathmandu. Chiranjivi Adhikari, acting president of Computer Association Nepal (CAN) Federation, has filed a complaint against General Secretary Chandra Vilas Bhurtel at the District Administration Office, Kathmandu.

The official said that an application has been filed against Bhurtel for necessary action.

In the writ, Acting President Adhikari has claimed that Bhurtel has unilaterally seized and misused the official email account, [email protected], institutional structure, member records, correspondence and financial records related to ASOCIO/WITSA without informing other office-bearers and the acting president himself, going beyond the functions, duties and rights stipulated by Article 28 of the statute.

After refusing to accept repeated requests, they have also filed an application with the Nepal Police Cyber Bureau Kathmandu on July 29. The bureau has also asked for the necessary details.

The petition submitted by the official said, “The General Secretary has also taken possession of the register-challan book and the minute book. By creating a situation where the e-mails could not be sent but not sent, other elected officials have been prevented from correspondence through the official email of the organization. Correspondence with international bodies using personal email without the approval of the Central Working Committee, misuse of letterheads, logos, seals and digital identities is being done. ”

It has also been alleged in the petition that the general secretary obstructed the office bearers meeting held at 8 pm on August 19 under the chairmanship of acting chairman Adhikari, created a ruckus, closed the office by giving leave to the employees and carried the registration challan and decision book in a bag. It has been alleged that the meeting attended by a majority of the members of the working committee did not respond to the clarification and tried to take over the institution completely.

Clause 6 of the Organization Registration Act, 2034 BS and Clause 28 of the FNJ Statute 2070 (with third amendment) were in violation of the activities, demanding the presence of the General Secretary at the office at the earliest and take necessary action.

The application has attached copies of the organization registration certificate, statute, citizenship, email and WhatsApp message.

The 31st annual general meeting and 15th general convention of the federation was held in Kathmandu on December 27, 2081. Sunaina Ghimire Pandey was elected as the president, Chiranjibi Adhikari as the senior vice-president and Chandra Vilas Bhurtel as the general secretary.

Senior Vice President Adhikari has been in the charge of acting chairman as per sub-section 6 of Article 26 of the statute after Chairman Pandey resigned on May 13, 2008. The executive committee meeting held on May 17, 2008 gave him the responsibility of acting president.
