Kathmandu. The National Cooperative Regulatory Authority (NRA) has been completed after seven months of its operation. The NEA, which was established on January 1, 2017, has been completed in the last week of July.

A meeting of the Council of Ministers held on August 29 has appointed Ramesh Chaulagain, Deputy Director of The Rastra Bank, as an expert member of the NRA. At present, dr. Executive Director of Rastra Bank Guru Prasad Poudel, Joint Secretary at the Ministry of Land Management, Cooperatives and Poverty Alleviation Madan Koirala and Chartered Accountant Mahesh Khanal are the members. Similarly, Shesh Narayan Poudel has been appointed as executive director.

The Council of Ministers has appointed the chairman and expert members of the NRA by inviting applications. The chairman and expert members have been appointed full-time in the AUTHORITY. The chairman and expert members have been appointed as per Section 103 ‘e’ of the Cooperative Act 2074 BS. Sub-section (1) (d) of Section 103 (c) of the Act mentions about the qualifications of the experts of the AUTHORITY.

Members don’t have to give full time. The board of directors should be present at the meeting. NeA’s expert member Chaulagain has not yet taken leave from the Rastra Bank. It is not possible for him to work in the Rastra Bank after the Cabinet decides and appoints him to the AUTHORITY. He should formally inform the Rastra Bank. It has been found that Chaulagain had not formally informed the Rastra Bank at the time of publishing this report. After being appointed to the AUTHORITY, Chaulagain should inform the Rastra Bank.

With the appointment of Chaulagain, various discussions have started within the Rastra Bank. “The executive director is the director,” said a senior nrb official, adding, “The government has appointed the deputy director as an expert member.
