Kathmandu. So far, 61 local levels have not been able to make public the budget for the current fiscal year. As per the rules, the budget of the local level has to be made public on July 15.
According to the Ministry of Federal Affairs and General Administration, out of the total 753 local levels, 692 local levels have so far made the budget public and implemented it. There are 61 local levels that have not presented the budget. According to the Ministry, five local levels in Koshi Province, 40 in Madhes Province and five in Bagmati Province have not yet presented the budget. Due to political disputes and local problems, these local levels have not been able to present the budget.
All the local levels of Gandaki State have not brought the budget, seven in Lumbini Province, three in Karnali Province and one in Sudurpaschim Province.
Salpasilichho Rural Municipality of Bhojpur, Itahari Sub-Metropolitan City, Dharan Sub-Metropolitan City, Sunbarshi Municipality of Morang and Sunkoshi Rural Municipality of Okhaldhunga are yet to make public the budget.
Only five local levels of Saptari under Madhes province have not brought the budget. Three local levels in Siraha, 10 in Dhanusha, one in Mahottari, five in Sarlahi, five in Rautahat, five in Bara and five in Parsa have not brought the budget.
According to the details entered by the concerned local levels on the portal of the Ministry of Federal Affairs and General Administration, Hariharpurgadhi rural municipality of Sindhuli, Bigu of Dolakha, Khaniyabas and Galchhi rural municipalities of Dhading have not brought the budget. Although the Kathmandu Metropolitan City (KMC) has already presented the budget, it does not appear to be mentioned in the ministry’s statement.
Palhinandan rural municipality and Pratappur rural municipality of Nawalparasi of Lumbini province, Kothimai rural municipality and Samrimai rural municipality of Rupandehi, Shuddhodhan rural municipality of Kapilvastu, Tulsipur sub-metropolis and Lahmi municipality of Dang have not been made public.
Kumakh, Chhatrashwori and Darma rural municipalities of Salyan district of Karnali state have not presented the budget. Similarly, Tikapur Municipality of Far-Western Province has not presented the budget.
According to the constitutional provision, the federal government presents the budget in the joint sitting of both houses of the federal parliament on May 15 every year. Similarly, the provincial government will present the budget on June 15 and the local level on June 15.
