NC General Secretary Poudel unveils 14-point commitment letter for Kathmandu-5

Kathmandu. Nepali Congress (NC) general secretary and candidate for the House of Representatives from Kathmandu-5 Pradip Poudel has made public his election paper. Through social media, he made public his commitment for the development of Kathmandu-5 and policy change in 14 points.

Stating that he had made sincere efforts to fulfill the commitments he made when he was elected as the parliamentarian in 2079 BS as a lawmaker and Minister for Health and Population, he said that the pressure given for the continuity of the second section of the Ring Road has worked. He also mentioned the expansion of Melamchi drinking water outside the ring road and construction of new transmission line.

Poudel also pledged to make the public schools in the area a smart school and to collaborate with the local levels to develop a curriculum to incorporate local mother tongue, Newari and Tamang and unique skills and knowledge in teaching and learning. He pledged to collaborate with stakeholders to create a technology-friendly learning environment in schools through public-private partnership.

He also pledged to make it a national pride programme based on citizen’s contribution to the health insurance and take initiatives for the formulation and implementation of necessary policies to increase the scope of health insurance.

Poudel pledged to develop Constituency 5 as a medical hub and expand the capacity of central hospitals like Tribhuvan University Teaching Hospital, Sahid Gangalal National Heart Centre, Kanti Children’s Hospital and Nepal Police.

He also said that the National Ayurveda Panchakarma and Yoga Service Centre Budhanilkantha, which he inaugurated when he was the Health Minister, would be made more modern, systematic and effective.

Poudel, through his affidavit, has pledged to take special initiatives for the formulation of business-friendly laws through the Federal Parliament and that he would facilitate in formulating policies to end the process of registration and closure of cumbersome businesses.

“Necessary policies and infrastructure will be prepared to make the region a digital innovation hub by arranging high-level educational training on AI and digital marketing for our young human resources to compete with the global technology market.”

Poudel’s manifesto has included the identification of landless people and expediting the distribution of land ownership certificates. He also pledged to develop historical areas like Hadigaun, Maligaon, Panchakumari, Bhatbhateni, Tundal, Dhumbarahi, Azima among other historical areas in Kathmandu-5 as open museums and tourism destinations.

In his manifesto, he has pledged to take initiatives to take tourism benefits by branding cultural traditions such as Biska Nakha of Tokha, Pahacharhe and Chokha-te Narayan Jatra of Hadigaun.

Poudel also pledged to manage the drainage problems like Tukucha, Dhobikhola, Samakhusi and Sangla Khola in the area and make arrangements for Stroma water drainage to solve the problem of transportation in the urban areas.

He has also made public the concept of a well-managed public park and open and safe road for all in the urban area. Poudel pledged to work on mass transportation system, shared digital payment, route management and real-time information technology in collaboration with all three levels to make public transport within the Kathmandu Valley systematic.

Poudel has pledged to take initiatives for the development of Tokha Chhahare Tunnel Way and Rasuwa Kerung Highway as commercial lifelines. He also pledged to expand the Ring Road, construct an underpass and flyover at Narayan Gopal Chowk and upgrade the road in Samakhusi Bishnumati corridor.

He also pledged to make interoperable data exchange mandatory for effective coordination among government bodies for digital transformation and also pledged to take initiatives to provide legal guarantee to Nepali technology companies to expand their business in global market.

He pledged to encourage research and development through universities, lead policy-making on Artificial Intelligence and build infrastructure for the development of Nepal’s Large Language Model.

Poudel, who has taken initiatives for the conservation of public land and reclaimed some land including Gangalal Heart Centre, has pledged to prepare identification records of public lands and use them for infrastructure including parks. Poudel also pledged to upgrade Dhaneshwor playground into a national level ground and develop 114 ropanis of government land in Bhutahya Daha area as a picnic spot and meditation centre.
